Desde la última edición de 2014, el FINCA ha dadosu nombre a la sección ambiental del FICDH yrecorrió kilómetros en itinerancias nacionales einternacionales sembrando nuevas inquietudes.
Hoy nos reencontramos ante un nuevo desafío:lanzar una Campaña por la Soberanía Alimentariaque nos permita arraigarnos a nuestra identidadpara que las nuevas generaciones se expandany florezcan con seguridad y autodeterminación.El cine ambiental ha ido creciendo cualitativa y
cuantitativamente y aprovechamos su impulsopara construir nuevas plataformas de debate quepromuevan cambios profundos en la relación conterritorios y recursos.
Tenemos, por suerte, compañerxs de caminoque avanzan con paso firme desde hace muchosaños y de los cuales venimos aprendiendo conhumildad. Desde las Madres de Plaza de Mayoa las Madres de Ituzaingó que, junto al Acampecontra Monsanto, trascendieron toda frontera y
representan hoy un ejemplo de fortaleza que siguemotivando a miles; a los campesinos, comuni-cadores, activistas, profesionales, académicos,filántropos, diputados y universidades, organi-zaciones ambientalistas, revistas, instituciones ycolectivos que han sumado su granito de arenapara dar eco a nuestra voz. Y sobre todo, a dos
mujeres que están dando su vida en dicha batallay que gracias a su agudeza de pensamiento y fun-damento en cada argumentación han enfrentadoa los más grandes poderes. Se trata de VandanaShiva, por primera vez en la Argentina, y Marie-Monique Robin, quienes serán nuestras invitadasespeciales de este Tercer FINCA.
Damos la bienvenida a Nicolás Pauls comopadrino del Festival y le agradecemos por sumarsecon sensibilidad a nuestro proyecto.
Conjuntamente con RAFMA presentaremos elvolumen Cómo organizar un Festival de Cinecon Compromiso Social. Un manual para orga-
nizadores de eventos cinematográficos de dere-chos humanos y medio ambiente, producto dela adaptación de dos manuales publicados porla HRFN, realizado por nuestro equipo de pro-fesionales con la mirada puesta en los festivaleslatinoamericanos.
Por último, nos alegra incluir este año la Subsedede Córdoba, producida con pasión y profesiona-lismo por Ricota Films.
¡Damos comienzo a esta tercera edición que nosimaginamos rebosante de pasión y alegría!

Since its 2014 edition, this InternationalEnvironmental Film Festival gave its name to theEnvironment Section of the International FilmFestival on Human Rights, and covered a longway, locally and abroad, as an itinerant festival,
planting the seeds for new concerns.
Today, we gather to face a new challenge: launch- ing a Food Sovereignty Campaign to take root inour identity, so that the new generations spread
and flourish with confidence and self-determina-
tion. Environmental films have been growing inquantity and quality, and we relied on that boostto build new discussion platforms to promotedeep changes in how we relate to territories and
resources.
Luckily, we have partners in this journey that have been moving forward steadily for years, and from whom we have been humbly learning.From Mothers of Plaza de Mayo to Mothers ofItuzaingó, and the Resistance Camp against
Monsanto, they transcended all borders and,today, portray a motivational model of strengthfor thousands: farmers, communicators, activ-
ists, professionals, scholars, philanthropists, public representatives and universities, envi- ronmental organizations, journals, institutions
and collectives, who contributed to increase theecho of our voice. There are, among them, twowomen who are giving their lives for this battle
and who, with their sharp thinking and strong arguments, have faced the greatest powers:Vandana Shiva , in Argentina for the first time,
and Marie-Monique Robin ; two special guestsof this FINCA’s 3 Edition.
We gladly welcome Nicolás Pauls as theFestival’s patron and thank him for having empa-
thetically joined our project.
Together with RAFMA , we are presenting Howto organize a Socially Engaged Film Festival. Aguide for human rights and environmental filmevent planners , as a result from adapting two
manuals published by the HRFN. This was done by our professionals team, with a focus on Latin American festivals.
Lastly, this year we are glad to include a sub
venue in Córdoba; passionately and profession- ally produced by Ricota Films.

Hace un buen tiempo que da vueltas por mi cabezala importancia de la semilla, la semilla como gene-radora de vida.
De ella nace una planta; de la planta, la flor; de laflor, el fruto; del fruto, la semilla, y el ciclo vuelvea empezar.
Somos eso, somos semilla, somos fruto de algomás (aún estamos buscando saber de qué).Hace unos años, estando en Lima, Perú, conocía una persona que vive en Puno, a orillas delTiticaca, que hace un trabajo de purificación conel Agnihotra.
Con dicha ceremonia uno purifica la atmósferamediante la acción del fuego preparado en unapirámide de cobre y sintonizado al biorritmo de lasalida y puesta del sol. Es una de las más antiguasciencias védicas de la bioenergía, la medicina, la
agricultura y la climática. Con ella, me dijo la mujer,se pueden modificar algunas semillas genética-mente modificadas previamente.
Además, esta mujer realiza un trabajo de preserva-ción de semillas milenarias junto a científicos ale-manes. Se adentran en la selva, las recolectan y las
llevan a la Antártida a congelarlas y conservarlas. Haysemillas que están desapareciendo y eso es grave.
En la semilla hay una gran respuesta, en la calidadde las semillas que plantemos está el futuro delo que será nuestro alimento o nuestro veneno.
Cada uno tiene su tiempo para aprender. Yo noaprendo a cocinar o a tocar un instrumento almismo tiempo que otros. Pero pareciera ser quepara gran parte de este sistema enquistado, todosdebemos aprender en el mismo instante, y comoejemplo está la educación tradicional que dice quea los 6 años todos deben saber leer y escribir. Loimportante, creo, es acercarnos a cosas que noslleven a despertar de todo aquello que nos handicho que debía ser de una forma.
Este Festival, el FINCA y sus películas y susencuentros y sus invitados son semillas que cada
uno se lleva y que en algún momento “prenderán”en nosotros para que empecemos a modificaralgunas conductas.

I’ve been pondering the importance of the seedfor some time —the seed as a source of life.
From it, a plant is born; from the plant, a flower;from the flower, a fruit; from the fruit, a seed; andthe cycle begins anew.
That’s what we are, that seed, the fruit of some-thing else (we are still searching for what that is).
A few years ago in Lima, Perú, I met a womanwho lives in Puno, by the shores of the Titicaca,
and who practices a form of purification through Agnihotra.
In said ceremony, the atmosphere is purifiedthrough the fire prepared in a copper pyra-
mid and timed to the biorhythm of the sunrise and sunset. It is one of the most ancient vedic sciences, and involves bioenergy, medicine,
agriculture and climate science. With it, she told me, you can alter seeds that have been previ-ously genetically modified.
This woman also works alongside German scien-tists to preserve thousand-year-old seeds. They
go deep into the forest, collect the seeds and
take them to Antarctica, where they are frozen and preserved. There are seeds that are disap- pearing, which is a serious issue.
Within a seed lies a great answer, the quality ofthose we plant determines whether they will beour food or our poison in the future.
Everyone learns at their own pace. I can’t learnto cook or play an instrument at the same
speed as someone else. However, in our deeplyentrenched system, we are frequently requiredto learn at the same moment as others; for exam-
ple, the traditional education system says that bythe age of 6 all students must be able to read andwrite. What’s important, I believe, is to seek outthat which helps us awaken from the narrativethat says things must be done a certain way.
The FINCA Festival and its movies, meetings and
guests are seeds that each of us will leave with; at some point they will “sprout” within us leadingus to modify certain behaviors.
Let us take the ideas that we see and hear atthe festival; no doubt they will one day awaken
something new in us.

Hacer un festival de cine (de derechos humanos)no es fácil. Hay estrés, tie mpos cortos y, muchasveces, presupuestos escasos. Hay muchas per-sonas involucradas, y la dinámica de un equipono siempre funciona como uno desearía. Un sinfínde inconvenientes que varían según el contexto,
desde el desinterés del público hasta graves casosde censura y persecución.
Pero es una de las tareas más gratificantes.Descubrir películas que aportan miradas únicassobre temas que queremos tratar; la satisfacciónde conseguir autorización para proyectarlas; elvértigo frente a una grilla de programación; la ale-gría de presentar a un realizador y el enriqueci-miento colectivo que surge de ese encuentro. Todoeso justifica las penurias del trabajo de montar ese
tren a toda marcha que llamamos festival.
Y de esto habla este volumen, que adapta delinglés dos manuales (Setting Up a Human RightsFilm Festival, vol. 1 y vol. 2) publicados por laHuman Rights Film Network. Traducir, editar ypublicar este libro en español ha sido un proyectosoñado desde 2010, y concretado ahora graciasal impulso y la colaboración de la HRFN, el IMDy Movies that Matter. Es la intención que circuleampliamente en la región, ofreciendo saberes,soluciones e inspiración a los festivales, eventose instituciones latinoamericanos que trabajan porla difusión y defensa de los derechos humanos.
Holding a human rights film festival is not easy.There is stress, short times and, more oftenthan not, tight budgets. There are many people
involved, and team dynamics not always work as expected. Inconveniences vary enormously according to the context, ranging from the
audience or institutions’ indifference to seriouscases of censorship and persecution.
But it is one of the most gratifying tasks there are.Discovering films which provide unique views
about issues that we want to discuss; the sat- isfaction of earning the authorization to screenthem; the vertigo in the face of a program grid;the joy of presenting a filmmaker and the collec-tive enrichment arising from that meeting. All ofthis justifies the hardships of setting up that train
at full speed which we call a festival.
And this is the discussion presented in this volume,which adapts two manuals from English ( Setting Upa Human Rights Film Festival, vol. 1 and 2 ) published
by the Human Rights Film Network. Translating,editing and publishing this book in Spanish has
been a much longed-for project since 2010, which is now fulfilled thanks to the motivation and collabo- ration of the HRFN, the IMD, and Movies that Matter.Our aim is to make it widely available in the region,offering knowledge, solutions and inspiration toLatin-American festivals, events and institutionsthat strive to promote and protect human rights.

The film takes place in the Tundra with its bliz- zards and frost, its deer and dogs, where Nenets people live and their herds of reindeer move swiftly through the white haze. The film tells the story of our hero, a young man that struggles between his love for a childhood fr iend —who left in search of a more comfortable lifestyle— and his duty towards the ancestral traditions and laws of the Tundra, such as survival.
La película transcurre en la Tundra, con sus neva-das y heladas, sus ciervos y perros. Allí vive lacomunidad Nenets y sus rebaños de ciervos sedesplazan rápidamente a través de la bruma. Lapelícula cuenta la historia de nuestro héroe, un joven que se debate entre su amor por una amigade la infancia —que partió en busca de una mejorvida— y su deber hacia las tradiciones ancestra-les y leyes de la Tundra, como la supervivencia.

in northern Colombia by a landowner; local authorities abetted this uprooting. Driven bythe vital need to be once again in their land,the families set out on their journey back. For60 years Colombia has been immersed in aconflict that has brought the displacement of5 million people. This 55 minute documentaryfollows the community as they attempt to return

A 40 km de Turín se sitúa Saluggia, un pueblo queen los años 50 albergó un centro de investigaciónnuclear, un reactor experimental y una plantade reprocesamiento donde se recupera uranioy plutonio de combustibles irradiados. Por las
inundaciones del 2000 el lugar ya no es seguro,y aun así hay un nuevo depósito de residuosnucleares casi terminado.

En 2013, la empresa francesaTotal realizó fracking en uno de los pozos y con-virtió a Auca Mahuida en la primera área naturalfracturada en el mundo.
Auca Mahuida is a protected natural area located in the north of Neuquén province.Within its boundaries, there are about 70 oilwells that affect this portion of the Patagonianflora and fauna. In 2013, the French companyTotal fracked one of the wells, turning AucaMahuida into the first fractured natural area inthe world.

El acuerdo se emplaza en el territoriohistórico Wallmapu, en un Lof (comunidad) origi-nario mapuche llamado Campo Maripe. Desdeentonces, los comuneros emprenden accionespara defender sus derechos colectivos.
When in 2013 the companies announced theonset of the joint project, they left out cru-cial information. The agreement is located inthe historic Wallmapu territory, in a preexist-
ing Mapuche Lof (community) named CampoMaripe. Since then, the locals have been taking
actions to defend their collective rights.
