What is Road Safety Audit?A Road Safety Audit (RSA) is a process for systematically

checking the safety of road transportation projects, based onsound road safety engineering principles and undertaken fromthe road users' perspectives. A road safety audit provides anindependent assessment of the "anticipated" safetyperformance of a road transportation project at predeterminedintervals by road safety specialists. It is duly noted that theproject design team remains ultimately responsible for the

design.

The objectives of a road safety audit are to:• The main objective of RSA is to ensure a high level of safety forall new roads and traffic schemes.

• To reduce the whole-live cost of a scheme; unsatisfactory designcan be expensive to correct after they have been built.

• To minimize the risks of roads crashes on the adjacent roadnetwork particularly at tie-ins, as well as on the new road scheme.

• To enhance the relevance of road safety engineering in road andtraffic scheme design work.

• To promote the consideration of the safety of all road users in allnew and existing schemes.

Objective

• This work consist in analyze a portion of state road PR-2 in the west side of theIsland. This road is part of the NationalHighway System (NHS). This section isincluded between the municipalities of Mayagüez and Sabana Grande, from thekilometer 157 to kilometer 187.

• Road Safety Audit Review• It is realized in existing roads.• With RSAR deficiencies and dangers can be

• The auditor team has traveled the section of the road in study , evaluatingand taking pictures of devices such as

RESULTS• The existing devices do not comply with NCHRP 350.• Most of the guard rails have been impacted. Nevertheless,

non of them have been fixed.• The location of the Puerto Rico favors the growth of

abundant vegetation, which is a problem since this covers thebarriers, guard rails and traffic signs.

• The pavement marking is deficient, both painting and raisedretro-reflective pavement markers.• Lack of maintenance in all devices along the section.• In the working zone, there has been an inconsistency in the

traffic signs.• The portions of the sections that have been built comply with

the NCHRP 350

Conclusions

• The evaluated zone proves to have many deficienciesdue to the abandon on the part of the governmentalagencies. This has increase the rate of accidentsconsiderably.

• In the construction zone they commit an outrage againstthe well-being of the users due to the fact that the speedlabeling is weak, for what the users of the road do notrespect the maximum indicated speeds, creating this

way a general chaos that is translated in accidents in thecorridor every day of the week.

Conclusions

• The auditor team expect to complete the totality of thesection in study to generate the final report of thedeficiencies and to suggest the correspondingimprovements to increase the safety and at the sametime a precedent in the implementation of a RSAR inPuerto Rico, for which it is expected that PRHTAbegins to apply the methodology proposed in the routeand that the road users feel comfortable and entrustedon having moved for it.
