What would be included with the programme?

o Insulation – roof/wall/pipes & fittings o Draft proofing o Replacement boilers o Heating controls o Renewable energy - Solar PV & thermal o Heat Pumps

What is the envisaged scale/scope of the programme?

Estimated over 5 years: o - Value £165m o - number assessments 100,000 o - numbers of improvements 55,000 - entirely

privately financed

What will be included within the managed services?

o Household energy assessments o Financial administration – grants/loans o Marketing/education o Contract management of energy improvements o Management and payment of sub-contractors o Handling of all statutory requirements

Domestic Renewable Heat Incentive (RHI) NI

o Switch to renewable heating systems and reduce carbon emissions

o If you qualify upfront sum and annual payment for 7 years

o Eligible systems – Biomass, Ground/Air Source Heat Pumps & Solar Thermal panels

o Must install loft/cavity wall insulation to current standards

o Updated EPC to verify insulation/renewable heat installation

Affordable Warmth

o Funded by Department for Social Developmento Owner Occupier’s o Householders of privately rented propertieso Household income less than £20k may be eligible for

package of energy efficiency/heating measures

Boiler Replacement Scheme

o Funded by NI Housing Executiveo Earnings of up to £40Ko Grant of up to £1000 for replacement of inefficient

boilers at least 15 years old

Northern Ireland Renewables Obligation Certificates (NIROCs)

o Generation of electricity using solar PV panels or wind turbines

o Can claim for every megawatt hour of electricity you generate

o ROCs can then be sold to electricity supply companies.

o Closure Order went through NI Assembly yesterday and subsidies will end 31st March 2017

Section 63 Climate Change (Scotland) Act 2009

o The Scottish Government is committed to achieving an 80% reduction in CO2 emissions by 2050 and a 42% reduction by 2020

o Regulations requiring the assessment and improvement of existing non-domestic buildings will shortly be laid in Parliament with proposed implementation in summer 2016

What will the regulations require?

o Initially will only apply to buildings with a floor area exceeding 1000m2 which require an EPC for either sale or lease to a new tenant.

o Buildings that meet energy standards equivalent to those introduced in 2002 or that have been improved via a Green Deal will not need to meet the requirements

Section 64 Climate Change (Scotland) Act

o Scottish Government have implemented the Energy Efficiency Standard for Social Housing (EESSH)

o Consultation on the Regulation of Energy Efficiency in the private Sector (REEPS) expected next year

o We don’t know what its going to say, but we can tell you what’s to happen in England and Wales

Private Rental Sector - New Legislationo Legal obligation for as many fuel poor homes “as

reasonably practicable” to be raised to Band C by 2030.o Currently only 5% of England’s 2.3 million fuel poor

homes reach the Band C standard. o Raising standards will cut bills significantly.

Private Rental Sector - New Legislationo The Energy Efficiency (Domestic Private Rented

Property) Order 2015 No. 799o The regulations now approved by Parliament and are

lawo Four distinct events;

1. Action tenants request 20162. Minimum standards new tenancy agreement 20183. Minimum standards domestic 20204. Minimum standards non domestic 2023

Private Rental Sector – reasonable requestoResidential private landlords will not be able to unreasonably refuse consent to a tenant’s request for energy efficiency improvements o where subsidies are available to pay for them e.g. ECO and Green DealoImplementation April 2016,

Private Rental Sector – new tenantso Private domestic and non-domestic landlords will need

to ensure that their properties reach at least an ‘E’ EPC rating

o Or must have installed those improvements that could be funded using subsidies available to pay for them,

o Trigger point is the granting a tenancy to new or existing tenants

o Implementation April 2018

Private Rental Sector – new leaseo These requirements will apply to all private rented

properties – including occupied propertieso April 2020 - domestic sector o April 2023 - non-domestic
