JUBILEE TECHNICAL TRAINING CENTRE (JTTC) 

• Background:

• Ghana discovered oil in commercial quantities in 2007 in what is now known as theJubilee Field.

•Production from the Jubilee Field started in November 2010.

•Ghanaian companies and individuals have very high expectations of participatingsubstantively in the country’s emerging oil and gas sector through being employed in the

industry.

•The Jubilee Partners decided to evaluate the feasibility of providing competency basedtraining for future Technicians in Ghana.

• TTE International Limited was commissioned to carry out a survey to ascertain thesustainability of such a facility and benefits to industries (including the Oil and Gas) inrespect of building local content capability.

• Background

• TTE met with representatives from Government (Energy and Education), GNPC,local industries, industrial member organisations and educational institutions

• They assessed existing in country infrastructure for competency based training,demand needs of industry and government sector strategy for skills development

• They also reviewed the potential to build upon existing in country infrastructure

• Feedback from the survey resulted in a decision to establish JTTC incollaboration with Takoradi Polytechnic

• What we do?

• The Jubilee Technical Training Centre (JTTC) is a public-private initiative aimedat addressing the skills gap in Technical and Vocational Education Training(TVET) for Industry.

• The JTTC will offer NVQ2 accredited qualifications to support industry (oil & gasand other industries).

• The Centre is currently designed to provide Competency-Based Training (HAND-ON TECHNICAL TRAINING) in Instrumentation, Mechanical, Electrical andProcess vocational courses;

• Health and Safety awareness and training will be an integral part of the technical

training.

• Who we are?

• The JTTC is a partnership between the Jubilee Partners and TakoradiPolytechnic.

• The Jubilee Partners, namely the Ghana National Petroleum Corporation, TullowOil, Anadarko Petroleum Corporation, Kosmos Energy and PetroSA are fullfunding the construction of the centre.

• The Centre, which is part of Takoradi Polytechnic, will build on the 40 years’

proud teaching tradition of the Polytechnic in craft and technician training.

• The courses and programmes to be offered shall meet standards that will fulfillthe Centre’s vision of delivering market leading technical training aimed at

preparing students for a career in Technical Industry, and making JTTC thepreferred provider of relevant high quality training.

• Why offering Competency-Based Training (CBT)?

• Currently, the human resource skills, competencies and experience to supportthe growing industrial sector is inadequate, though this position is not unique toGhana.

• The JTTC will therefore deliver relevant, accredited, and internationallyrecognised Technical and Vocational Education Training (TVET) in the technicalindustry value chain in order to build local capacity, and to create a technicalskills Centre of Excellence (CoE) to build the human resource capacity of theGhanaian industry.

• It is estimated that each year more than 300,000 students complete basic schooleducation but only one third of them continue in general academic studies whiletwo thirds to them expect to find suitable skills development opportunities on

formal or informal programmes (Tullow Oil Plc, CSR Report ‘Strategic Review for Vocational Skills & Competency Development, Ghana West Africa’ , 2010).

• The number of basic school graduates seeking skills development opportunitiesis also expected to double over the next 5 years in Ghana.

• Why offering Competency-Based Training (CBT)?

• The initiators of JTTC see the need for Technical and Vocational EducationTraining (TVET) and the associated courses to be closely aligned to the needs of the growing technical industries in Ghana (including the emerging Oil & Gas) andalso serve local and national industry skills needs.

• Programmes are expected to be functional and open opportunities for sustainable employment and self development.

• Furthermore, the curriculum content consist both initial formal training for youngpeople, and opportunities to re-train and up-skill adults who form part of the locallabour market for Ghana’s industries. 

• Research undertaken (Tullow Oil Plc, CSR Report, 2010) show that no standardsexist to align skill development to the needs of industry and there are no exampleof industry sponsored educational projects aligned to practical skill development.

• Further, off and on-the-job practical skills development programmes (internships)are not currently providing effective learning environments.

• Building Construction of a VQ2 Training centre at the Takoradi Polytechnic, Ghana• Equipment procurement, Classrooms and Laboratory Set up for:1. Instrumentation Courses2. Mechanical Courses3. Electrical Courses4. Process Engineering Courses

• Training of the Takoradi Polytechnic Staff to run the project on the above disciplines

including NEBOSH Health & Safety• Development of Course documentation and Syllabus for the aforementioneddisciplines

• Conclusion

• The JTTC is a public-private partnership between the Jubilee Partners andTakoradi Polytechnic.

• The Jubilee Partners will build and operate the facility for a minimum period of 2years in conjunction with Takoradi Polytechnic.

• The building will be completed within the second quarter 2013.

• The facility will be managed by Takoradi Polytechnic with support from TTE from

May 2013.• It is anticipated that transition to local trainers will commence from September 2014 and the Polytechnic having full ownership and management by end of 2015by which time the Centre is expected to be fully operational and financiallysustainable.

• The total budget for the JTTC project is approx $15million.

• The Jubilee Partners are financially committed to the JTTC until TakoradiPolytechnic can run it on a commercially viable basis, currently projected at nolonger than 5 years from the start of project.

• Therefore, it is important that the economic and operational sustainability of theCentre is ascertained.
