    2. (U) In response to the TEPJF's decision to order only apartial recount of votes cast in the July 2 presidentialelection (ref B), AMLO has vowed new acts of civilresistance. With Mexico City's central plaza (Zocalo) andPaseo de la Reforma still occupied by encampments of AMLOsupporters, the PRD has added a new tactic to its repertoire:surprise demonstrations. Early in the morning on August 8,commuters to Mexico City were granted free passage on majortollways leading into the city, as AMLO supporters tookcontrol of toll booths and waved drivers through free ofharge. In an interview with major news outlets on August 9,RD national spokesman Norona confirmed that these actionsf "civil resistance" would continue unannounced, but wouldemain peaceful. Anearlier surprise protest blocked entrances to Mexico City'sstock exchange for several hours (ref D). An attempt toblock roads to the Mexico City Airport on August 10 wasunsuccessful, however, and AMLO allies disclaimed anyresponsibility for that action. Today, AMLO supporters haveblockaded the SHCP and the SAT.

    A THIRD TRIP TO THE ZOCALO

    5. (U) On August 9, poloffs made their third visit to the

    Zocalo encampments which, along with those on Reforma, appearto provide much of the manpower for the recent "surprise"demonstrations. Compared with our last visit (ref A), campresidents appeared a little worse for wear, possibly becauseof deteriorating hygiene conditions.
