Dear readers,
Welcome to our February News Flash.
Energy took a central place at the Tanzania - EU stage in February, as two important workshops, on energy efficiency and on the
financing of green energy, were held in Dar es Salaam.
As the EU remains committed to assist Tanzania in the areas of food security and nutrition, a major contribution was signed with
Government and the World Food Programme in February.
It was an honour to receive the Deputy Speaker, Dr. Tulia Ackson, in the EU Delegation in Dar es Salaam and she was also a much
appreciated participant in the meeting in support of the fight against female genital mutilation at the Residence of the Ambassador of
Italy.

O n Thursday, 23 February, the Italian Ambassador to Tanzania, H.E. Roberto Mengoni and the EU Ambassador H.E. Roeland van de Geer, together with the Deputy Speaker of the National Assembly, Hon Dr Tulia Ackson launched a joint event to foster
efforts in ending Female Genital Mutilation (FGM) and all forms of gender based violence. The event hosted a high-level panel discussion and was attended by Heads of Mission from Belgium, Finland, Sweden, the Netherlands, Canada and the UN Resident Coordinator. The state of FGM nationally and globally, efforts and challenges on the ground, including success stories were reflected in the presentations by MP Hon Fatma Toufiq, who had attended the BanFGM Conference in Rome, Head of IAC Jennifer Chiwute and Director of CDF, Koshuma Mtengeti. Miss Tanzania 2016/2017, Diana Lukumai presented her campaign on ending FGM, DondoshaWembe, a personal initiative.
SUNREF BRANCHES TO TANZANIA

O n 24 February Agence Française de Développement (AFD) launched its
green finance label, SUNREF in Tanzania. The EU Head of Delegation, H.E.
Roeland van de Geer joined the French Ambassador H.E. Mme Malika Berak, the
AFD Country Representative Mr Emmanuel Baudran and the Asst. Commissioner
from the Ministry of Energy and Minerals Mr Styeden Rwebangila officiated the
event.

by financing the development of
renewable energy and energy efficiency
solutions in the private sector.
T he Delegation of the European Union (EU) to Tanzania in
collaboration with the Ministry of Energy
and Minerals (MEM) is facilitating the
preparation of an Energy Performance in
Building Regulatory Framework including
Energy Performance Certification
guidelines. This is supported through the EU
Technical Assistance Facility for the
Sustainable Energy for All (SE4All) initiative
– Eastern and Southern Africa.
A consultation workshop with stakeholders included discussions on energy efficiency and urban
planning, and why energy efficiency should be considered in the building sector.
ENERGY EFFICIENCY THE WAY TO GO
T he United Nations World Food Programme (WFP) has received EUR9.5 million from the European Union (EU) in support of a EUR14.5 million Food Security and Nutrition Project in central Tanzania.
The project is designed to improve food and nutrition security for 40,000 people while contributing to the reduction of malnutrition in the targeted districts of Bahi and Chamwino, Dodoma region, and Ikungi and Singida Rural in Singida region.

APPLICATION FOR NFP SCHOLARSHIPS NOW OPEN
The first application round in 2017 of the Netherlands Fellowship Programme (NFP) is open! This application
round applies specifically to Master programmes and short courses organized by the Netherlands. Please note that
you need to apply to a university prior to being able to apply for a fellowship, and the universities’ application dead-
lines may be considerably earlier than the NFP application deadline of 6 April 2017.

T he 5th African Fiscal Forum organised by the
Government of Cameroon, the IMF Fund and the European
Commission, brought together senior officials from
Ministries of Finance of more than 30 countries in
Sub-Sahara Africa on 7 to 8 February.
C ontacts between parliaments are of increasing importance in
the conduct of international affairs and the Tanzanian and
European Parliaments are preparing for a new phase of
cooperation. The visit to the EU Delegation in Dar es Salaam by
the Deputy Speaker of the Parliament of the United Republic of
Tanzania , Dr. Tulia Ackson, was therefore a very special occasion
that provided an opportunity to discuss a broad range of issues.
P articipants of the EDF training on financial and
contractual procedures held in Zanzibar from 13 to 23
February 2017. Trainees cane from the Ministry of
Finance and Planning - Office of the National
Authorising Officer and line Ministries directly
involved in EDF procedures.
F rom 13 to 15 February, a team of staff from Aberdeen
University conducted a capacity building training in
development of oil and gas sector to 15 University of Dar es
salaam members of staff. The training included discussion
on the challenges of Tanzania oil and gas fiscal regimes,
taxation and TZ Production sharing Agreement overview .

O n 7 and 8 February, the World Bank together with the National Bureau of Statistic (NBS) conducted a conference on the use of the Tanzania National Panel Survey and Living Standards Measurements Study (LSMS) Data for Research, Policy and Development held at the Julius Nyerere International Convention Centre, in Dar es Salaam.
In the presence of the Head of the EU Delegation to Tanzania and the EAC, the conference organisers also recognised the EU funding over the last three years for the National Panel Survey and announced the next phase of 10 million Euro support to further fund the development of statistical capacity in the NBS and Line Ministries, provide statistical analysis, and support the National Panel survey, Agricultural Census and the Integrated labour Force Survey. The project will be implemented by the NBS and the World Bank.

A joint mission of the European Civil Protection and Humanitarian Aid Operations (ECHO) and the Directorate General for Development Cooperation of the European Commission (DEVCO) visited Tanzania on 30 January to February 6. The mission was to discuss further assistance by the EU for the increasing numbers of refugees from Burundi that enter Tanzania. Also, to follow up on the programme that supports the implementation of the Comprehensive Refugee Response Framework and the EU Communication on Forced Displacement, and to identify better linkages between humanitarian and development interventions The mission met with Government representatives in Dar es Salaam; and in the Kigoma region, visited refugee camps and had discussion with representatives of the United Nations, including the United Nations High Commissioner for Refugees (UNHCR). The EU is committed to step up its support to Tanzania in the field of refugees .
