En el año 2001: Se refleja claramente un mayor
porcentaje de ingreso público mediante los
INGRESOS NO TRIBUTARIOS (afincándose más en el
superávit de PDVSA). Lo que quiere decir que los
INGRESOS TRIBUTARIOS (Impuestos), realizaron una
aportación menor. Esto puede estar sujeto al hecho
de ser el petróleo la mayor riqueza del país. Se
observa un alza de Ingresos No Tributarios para el
Trimestre III y la poca variabilidad o mantenimiento
continuo de los Ingresos Tributarios.

En el año 2002: Los INGRESOS NO TRIBUTARIOS
siguieron en alza en comparación a los TRIBUTARIOS,
sin embargo aumentaron estos últimos en un 0.5%
en relación al año anterior e igualándose para el
primer trimestre del año 2002 con los INGRESOS NO
TRIBUTARIOS (Dicha acción pudiese deberse al pago
de I.S.L.R que se registra para el primer trimestre de
cada año). Por otra parte, destacando también el
aumento de casi un 2% de aumento en los INGRESOS
NO TRIBUTARIOS, registrando ellos mismos un brutal
aumento para el 3er trimestre del año. El mismo
fenómeno que ocurrió para el 2001 durante el mismo
trimestre.

En el año 2003: Podría decirse que fue un año
equilibrado en el presupuesto público Venezolano,
debido a que el Ingreso en general fue de 32.35% y
el gasto público de 32.18%, equilibrando así el gasto
público al ingreso pertinente. Sigue incrementando
cada vez más el porcentaje de INGRESO NO
TRIBUTARIO, y en cuanto al INGRESO TRIBUTARIO va
en ascenso a medida que pasan los trimestres. En
este año como en pocos, se observa un equilibrio
entre en ingreso público y el gasto público.

En el año 2004: Entre los Ingresos NO
TRIBUTARIOS y los TRIBUTARIOS se alcanzó un
porcentaje de 34.38% siendo esta cifra un buen
número cuando de ingreso se habla, pudiendo cubrir
así el porcentaje del gasto público.

En el año 2005: En relación al año 2004, este año
tuvo un aumento de casi 3% en los ingresos NO
TRIBUTARIOS, y de casi 1% en los TRIBUTARIOS, lo
que quiere decir que se mantuvo un margen de
ingresos, sin ninguna cifra exuberante.

En el año 2006: En relación al año 2005 sufrió una
exagerada inyección de ingresos, más que todo en
los ingresos NO TRIBUTARIOS. Lo curioso es, que ese
mismo año el gasto público superó el ingreso, de
igual manera se debe destacar que por cada año se
manifiestan diferentes factores que influyen.

En el año 2007: Los primeros trimestres del año
mantuvieron una cercanía tanto los ingresos
TRIBUTARIOS como los NO TRIBUTARIOS. Para el 3er
trimestre los ingresos NO TRIBUTARIOS dieron un
increíble salto y siguieron en alza para el posterior
trimestre, otorgando así un porcentaje de casi 21%
para ellos. El mismo caso que en 2006, es mayor el
porcentaje del gasto público para este año.

En el año 2008: Continúan en alza los ingresos NO
TRIBUTARIOS, hasta el 4to trimestre del año que se
observa un claro descenso de dichos ingresos. Como
bien se señaló anteriormente, existen factores
ajenos que son muy influyentes al momento de
incrementar o disminuir el ingreso.

En el año 2009: Ocurrió el fenómeno de que en
promedio este año fue más el alza de los ingresos
TRIBUTARIOS a los NO TRIBUTARIOS. Alcanzando un
casi 12% de porcentaje para efectos de ingresos, por
otra parte, los NO TRIBUTARIOS mantuvieron más o
menos un mismo rango.

En el año 2010: Se registró un interesante
porcentaje de ambos ingresos, debido a que su
porcentaje PIB fue relativamente igual, a pesar de
que los ingresos NO TRIBUTARIOS estuvieron muy
por encima de los TRIBUTARIOS, no obstante, se
observó un descenso en el porcentaje de los ingresos
NO TRIBUTARIOS.

En el año 2011: En relación al año 2010, este año
un aumento notable en ambos ingresos para un total
de PIB % 27, siendo una buena cifra. El problema
para este año radica en que el gasto público supera
el ingreso público por más de un 10%, teniendo un
gran impacto en la economía.
