  • IntroductionThis document sets off and fos-ters a process of investigation and learning about the geology, hydrology, biology, archaeology and sociology of the Atoyac River.

    Its content is neither definitive nor complete; it is a flexible frame that will facilitate unders-tanding this place as a wholly co-herent living system.

    As this awareness and relation-ship develops, the communi-ty will become capable of ex-panding and perfecting the conclusions noted here, and they will all achieve a profound notion of the best way to grow socially and culturally in the envi-rons of the Atoyac river and its watershed.

    En diciembre de 2011, la SSAOT contrat a un equipo de Taller 13, que incluye miembros de Regenesis y Terranova, para llevar a cabo una Evaluacin Integral, y desarrollar una Historia de Lugar del Ro Atoyac y su Cuenca, como el primer paso hacia el desarrollo e im-plementacin de estrategias para la regeneracin del Ro Atoyac.

    El objetivo de esta Evaluacin Integral, es traer un con-texto sistmico al proceso de planeacin, basado en la nocin de cmo el ro y las comunidades circundantes operan como un sistema total e integrado, y el patrn de las relaciones en cada tramo del cauce del ro, desde la cuenca superior hasta Valsequillo, que estn definiendo la salud del ro, la cuenca y los habitantes. La Historia del lugar, desarrollada a partir de la evaluacin, servir como vehculo para comunicar y hacer ms profunda esa visin que ser la base para cultivar en toda la co-munidad un conocimiento y un compromiso comparti-dos para regenerar el ro.

    In December 2011, the SSAOT contracted with a team from Taller 13, including members of Regenesis, and Terranova, to conduct an Integral Assessment and develop a Story of Place of the Rio Atoyac and its Watershed, as the first step toward developing and implementing strategies for the regeneration of the Rio Atoyac.

    The purpose of the Integral Assessment is to bring a systemic context to the plan-ning process, that is based on understanding how the river and the surrounding communities work as a whole, integrated system, and the pattern of relationships at each stage of the rivers progression, from the upper watershed to Valsequillo, that are shaping the health of the river, the watershed and the people. The Story of Place, which is developed from the assessment, will serve as a vehicle for commu-nicating and deepening that understanding as the foundation for growing across the community a shared understanding and commitment to regenerating the river.

    This interim report provides a summary overview of initial findings and first-cut analysis developed from document surveys and a week of interviews in Puebla and the surrounding region. The first part of this report presents an overview of the challenge facing the river and the community from a syste-mic perspective, and includes a description of the particular nature of that challenge as a system of problems rather than a set of distinct problems. The second half of the report introduces the good newsthe potential that seeing it as a system revealspotential that can be tapped for coalescing the communities of the watershed around a common purpose, catalyzing creativity and shared commitment, and realizing new vitality and viability for all life in a this place.

    Este reporte provisional ofrece una visin general resumida de los hallazgos iniciales, un anlisis de-sarrollado a partir de investigaciones de documen-tos y una semana de entrevistas realizadas en Puebla y la regin circundante. La primera parte de este reporte presenta una visin general del desafo que enfrentan el ro y la comunidad desde una pers-pectiva sistmica, e incluye la descripcin de la na-turaleza especfica de este desafo como un sistema de problemas y no como un conjunto de problemas distintos. La segunda mitad del reporte introduce las buenas noticias : el potencial revelado, al verlo como un sistema potencial, que puede ser uti-lizado para fusionar las comunidades de la cuenca alrededor de un objetivo comn, catalizando la creatividad y el compromiso compartido, y de-sarrollando una nueva vitalidad y viabilidad para la vida en este lugar.

  • Overall: The watershed has been transformed into a degenerative hydrologi-cal system in which the river and the upper and lower aquifers are conti-nuously accumulating and cycling toxins and contaminants, building increasing concentrations as water moves downriver into Valsequillo. - 70% of the water in the river is discharge water that enters the river carrying pollutants and toxins from domestic, industrial and agricultural uses and sub-surface water treatment plants.- As the upper aquifer is tapped to supply the water for these domestic, industrial and agricultural uses, it draws down the river water, along with the contaminants and toxins, to replenish itself.

    Generalidades: la cuenca se ha transformado en un sistema hidrolgico degenerativo donde el ro y los acuferos superiores e inferiores, acumulan continua-mente y hacen circular toxinas y contaminantes, cuyas concentraciones aumentan conforme el agua se mueve ro abajo hacia Valsequillo. - 70% del agua del ro son aguas residuales que in-gresan al ro acarreando contaminantes y toxinas des-echadas en actividades domsticas, industriales, agr-colas y de plantas de tratamiento del agua subterr-nea. - Conforme se saca agua del acufero superior para estos usos domstico, industrial y agrcola, este se ali-menta del agua del ro con sus contaminantes y toxi-nas para volverse a llenar.

    2.1 En su totalidad, el sistema hidrolgico de la cuenca del Ro Atoyac se esta moviendo en una espiral descendente autorreforzada.

  • - The rate at which the upper aquifer is being drawn down, however, exceeds the rate at which the river can replenish it. The resultant reduction in pressure is allowing water from the lower aquifer to penetrate through the two fissures that crisscross Puebla, and to a lesser extent, through places around the periphery where well drillers penetrated the barrier between the upper and lower aquifers. - Water from the lower aquifer brings with it sulfur and other dissolved salts such as boron, which are added to the mix of toxins and contaminants ente-ring the aquifer from the river.- The mixed water from the two aquifers are treated in a plant before ente-ring the potable water distribution system. Most of the sulfur and some dis-solved salts are removed in this process, the waste is then discharged into the Atoyac further polluting it. - Forests and the natural meandering path of rivers are key elements in maintaining the health of a watershed and its hydrological system. In the Rio Atoyac watershed, the downward spiraling of the hydrological system described above is being accelerated by an increasingly compromised forest system and the channelization of the river.

    - La velocidad a la que el acufero se va vaciando; excede sin embargo; la velocidad a la que el ro es capaz de rellenarlo. La disminucin en la presin resultante, permite que el agua del acufero inferior penetre al superior a travs de las dos fisuras que cruzan Puebla, y de manera menos importante, a travs de lugares en la periferia donde la excavacin de pozos ha penetrado la barrera entre ambos acuferos.- El agua del acufero inferior acarrea sulfuro y otras sales disueltas; como boro; que se agregan a la mezcla de toxinas y contaminantes que entran al acufero desde el ro.- Esta agua mezclada de los dos acuferos, es tratada en una planta antes de entrar al sistema de distribucin de agua po-table. La mayor parte del sulfuro y algunas de las sales disueltas, se eliminan en este proceso, cuyos desechos se descargan en el Atoyac, contaminndolo aun ms.- Los bosques y los cauces naturales serpenteantes de los ros son elementos clave para mantener la salud de una cuenca y su sistema hidrolgico. En la cuenca del Ro Atoyac, la espiral descendiente del sistema hidrolgico des-crita arriba, se ve acelerada por unsistema de bosques cada vez ms comprometido y por la canalizacin del ro.

    - La deforestacin en la cuenca superior ha deterio-rado la capacidad del bosque para generar lluvia, y ha aumentado la cantidad de agua de lluvia que se es-curre de inmediato previ-niendo que se infiltre en el acufero para diluir los con-taminantes, provocando con esto ms turbiedad en el ro a causa de la erosin. - La destruccin significati-va del dosel del ro (los r-boles que le dan sombra) provoca ms fluctuaciones en la temperatura dentro y alrededor del mismo, oca-sionando una evaporacin mayor que concentra toda-va ms los contaminantes provenientes del agua resi-dual. Esto resulta especial-mente significativo en el caso de La Malinche, que ha sufrido una mayor defo-restacin. Su papel para producir lluvia es vital para el ecosistema.

    - Deforestation in the upper watershed has de-creased the forests abili-ty to generate rain, and increased the amount of rainfall that immediately runs off, resulting in less rainwater infiltrating the aquifer to dilute the pollutants, and more erosion-created turbidity in the river.

    - Significant removal of the river canopy (trees shading the river) is creating increased tem-perature fluctuations in and around the river, with the increased eva-poration acting to further concentrate pollutants flowing into the river from discharge water. This is especially signifi-cant in the case of La Ma-linche, which has suffe-red from more deforesta-tion. Its role in attracting rain is vital for the ecosystem.

    La canalizacin del ro ha acabado con los humedales, ha en-derezado el curso serpenteante natural del ro reduciendo as las inundaciones peridicas a las riberas inundables y redu-ciendo la velocidad del flujo del ro.- La eliminacin de los humedales el sistema natural para limpiar el agua reduce la capacidad de autolimpieza del ro y aumenta la necesidad de implementar soluciones de ingenie-ra costosas.- La disminucin de los desbordamientos reseca la tierra en ambos mrgenes del ro, ejerciendo una mayor presin sobre el acufero subterrneo, lo cual incrementa la introduccin del sulfuro y sales diluidas provenientes del acufero inferior.- La aceleracin de las corrientes conduce a una erosin mayor del fondo del ro lo cual aumenta su turbiedad, acre-cienta la desecacin de la zona riberea y dificulta ms el acceso al ro.

    1) Implicaciones ecolgicas: las reservas de diversidad gentica y la capacidad de una migracin vertical son elementos clave en la preser-vacin de la resiliencia que le permite a un ecosistema responder al cambio climtico y las invasiones patgenas.En la cuenca del Ro Atoyac existe:- Una reduccin significativa de las reservas de diversidad gentica: la deforestacin y eliminacin de los corredores de vida silvestre conti-nuos, aportados anteriormente por la cubierta del bosque y los dose-les del ro, ha aislado a las poblaciones de vida silvestre en la cuenca superior, en cada uno de los tres volcanes y corriente abajo, reducien-do los intercambios genticos de nutrientes y de informacin.- Desplome de la pesca: la contaminacin y fluctuacin de la tempera-tura del agua estn mermando la pesca; alguna vez muy abundante; disminuyendo aun ms la diversidad de las poblaciones de aves y ma-mferos.- Las posibilidades para la migracin vertical, se han reducido como resultado de la eliminacin de los bosques por 1.5 kilmetros.- El agotamiento de los nutrientes del sistema: el desplome de la pesca y la prdida del corredor de vida silvestre, asociados a un ro viviente, impide el retorno de los nutrientes (acarreados por peces, aves y mamferos) a las regiones superiores de la cuenca.

    1) Ecological Implications: Reservoirs of genetic diversity and the capa-city for vertical migration are key elements in preserving the depth of resilience that enables an ecosystem to respond to climate change and pathogenic invasions. The Rio Atoyac watershed is seeing:- Significant reduction of reservoirs of genetic diversity: deforestation and removal of continuous wildlife corridors formerly provided by forest cover and river canopies is isolating wildlife populations in the upper watershed on each of the three volcanoes and downstream and reducing nutrient, genetic and information exchanges. - Fishery collapse: pollution and fluctuating water tempe-ratures are de-pleting once abundant fisheries, further diminishing the diversity of bird and mammal populations.- Diminished possibilities for vertical migration as a result of cutting back the forest 1.5 kilometers.- Draining of nutrients out of the system: the collapse of the fishery and the loss of the wildlife corridor, associated with a living river, prevents the return of nutrients (carried by fish, fowl and mammals) to the upper reaches of the watershed.

  • Estos son algunos ejemplos de cmo se manifiesta esto:

    Deer once seen in the lower parts of the forest on Iztacchuatl, have migrated to higher lands, due to the lack of available water in the lower parts, caused by the pipe lines introduced to take water down to the cities.

    The Alseseca river, which means flowing waters, used to be the river that gave the most continuity to the system. The deforestation on the Malinche volcano, has decreased the volume of its flow and caused severe erosion, as evidenced in the high level of silt present in the river basins.

    What these means for humans: The depletion of genetic diversity reservoirs and ver-tical migration capacity in the Rio Atoyac watershed, is increasing the watersheds vulnerability to the impact of climate change, and raising the possibility of a cata-clysmic collapse (e.g. the dust bowl in the U.S.), with enormous impacts on human life and livelihoods in the region.

    Los venados que antes habitaban las zonas bajas del bosque en el Iztacchuatl, han emigrado hacia las tierras ms altas, debido a la au-sencia de agua en aquellas zonas, causada por las tuberas instala-das para acarrear agua a las ciudades. El ro Alseseca, que significa aguas corrientes, sola ser el que aportaba ms continuidad al sistema. La deforestacin del volcn Malinche, ha reducido el volumen de sus aguas causando una ero-sin severa, como lo evidencia el alto contenido de limo presente en las cuencas del ro.

    Lo que esto significa para los seres humanos: la merma de las reservas de diversidad gentica y en la capacidad de migracin ver-tical en la cuenca del Ro Atoyac, est incrementando la vulnerabili-dad de la cuenca al impacto del cambio climtico y aumentando la posibilidad de un colapso cataclsmico (por ejemplo, el Dust Bowl o cuenca de polvo en EU), con impactos enormes en la vida humana y en los medios de subsistencia de la regin.

    (2) Health Implications.While Conagua and other groups, have documented the pervasiveness and nature of the contaminants and toxins cycling through the hydrological system, many residents of the area are not aware of the extent of this hazard, nor of what they should be careful about. As a result, adults and children throughout the watershed, are unknowingly coming into con-tact with these pollutants on a regular basis through drinking well water, recreational acti-vities on the lake, eating local fish, and consuming produce irrigated with contaminated water. Few epidemiological studies have been conducted, so the full extent of the impact on health has not been measured. Public health services are understaffed, and most wor-kers have neither the time nor the training to identify symptoms of toxin exposure. As a result, public health records do not provide an accurate reflection of the full health impact. While anecdotal information suggests that there are several pollution related epidemics already underway, accurate projections are clouded by the lack of studies, and limitations of public health records. However, an indicator of the potential current and future health consequences, can be found, in comparing the kinds of pollutants that have been measu-red in significant quantities in local waters, with what the effects; that have been proven; to result from exposure to these pollutants:

    Mientras que la Conagua y otros grupos, han documentado la presen-cia y naturaleza de los contaminantes y toxinas que circulan en el siste-ma hidrolgico, muchos residentes del rea no estn conscientes de los alcances de esta amenaza, ni de lo que deberan tener en cuenta para cuidarse. Como resultado, adultos y nios de toda la cuenca, entran en contacto con estos contaminantes sin saberlo y de manera repetida al beber agua de pozo, realizar actividades recreativas en el lago, comer pescados de la localidad y consumir verduras regadas con agua conta-minada. Se han realizado pocos estudios epidemiolgicos, as que el im-pacto real sobre la salud no ha sido calculado. Los servicios de salud pblicos no cuentan con personal suficiente y la mayora de los trabaja-dores no tienen el tiempo ni el entrenamiento nescesario para identificar los sntomas de exposicin a toxinas.     Aquellas consideradas como ms peligrosas para la salud son: mercurio, plomo, arsnico, compuestos de benceno, otros solventes carcinognicos y cadmio. Estudios realizados en todo el mundo, aso-cian estas toxinas, a una variedad de enfermedades y efectos genti -cos, como desrdenes neuromusculares, cncer, mutaciones, naci -mientos prematuros y mortinatos as como la expresin del gnero. (Ver apndice.)Contaminantes domsticosLa descarga de aguas residuales domstica, produce tambin riesgos en la salud pblica, principalmente a partir de patgenos bacterianos y compuestos de nitrgeno. Este problema se debe a sistemas mecni -cos de tratamiento de desechos descompuestos, inactivos o poco efectivos. Aunque el nivel de toxicidad es menor que la mayora de los residuos industriales, el volumen es suficiente para convertirlo en un problema de salud serio.Ejemplos de la manifestacin de esto:

    Los contaminantes son sales disueltas que se introducen desde el acufero inferior, como resultado de bombear demasiado el acufero su-perior. Incluyen, sulfuro, boro y grandes cantidades en partes por milln (ppm) de Total de Sales Disueltas (TSD). En algunos lugares, las ppm para el TSD, medida en pozos cercanos al centro urbano, excede en 4 veces los valores recomendados para el consumo humano de la EPA (Environmental Protection Agency).

    Aunque la contaminacin del suelo bajo la presa, indica que los culti -vos y las plantas en contacto con este contienen toxinas, para muchos residentes estos productos son vitales para alimentar a sus familias. Cuando la produccin de un cultivo excede las necesidades familiares, con frecuencia estos productos encuentran el camino a los mercados pblicos, esparciendo aun ms la exposicin a las toxinas. Existen niveles muy altos de leucemia infantil, entre las comunidades, al otro lado de la presa Valsequillo, donde la pesca es el medio de sub-sistencia principal, a pesar de los pescados deformes que se pescan en el rea.

  • ContaminantsContaminants are dissolved salts introduced from the lower aquifer as a result of over-pumping the upper aquifer. They include sulphur, boron and high quantities in parts per million (ppm) of Total Dissol -ved Salts (TDS). In some places, ppm for TDS mea-sured in wells near the urban center, is 4 times the EPA (Environmental Protection Agency) recommen -ded value for human consumption.

    ToxinsSignificant quantities of serious toxins primarily from industrial waste discharge, are being circulated through the hydrological system. Those considered the most dangerous to health include: mercury, lead, arsenic, benzene compounds, other carcino -genic solvents, and cadmium.Studies from around the world, have linked these toxins, to a variety of diseases and genetic effects, including neuromuscu -lar disorders, cancer, mutation, premature and still births, as well as expression of gender. (See appen -dix.)Domestic PollutantsDomestic wastewater discharge, also creates public health risks, primarily from bacterial pathogens, and nitrogen compounds. This problem is largely due to broken, inactive, and ineffective mechanical waste treatment systems. Although the order of toxicity is lower than most of the industrial discharge, the sheer volume makes this a serious health problem.

    Some examples of how this is mani-festing: Although soil contamination below the dam means that root crops, and plants in contact with the ground contain toxins, for many residents growing these crops is essential if they are to feed their families. When crop production exceeds the familys needs, these crops often find their way into public market -places, further spreading exposure to the toxins. There is a high level of infant leukemia in the com -munities on the other side of Valsequillo dam which still fish as a main way of livelihood, despite the pre-

    valence of deformed fish harvested in that area.

  • (3) Implicaciones econmicasLos medios de subsistencia basados en la tierra o el agua, y el valor de los bienes inmueble (especialmente alrededor de Valsequillo), han experimentado ya las consecuencias econmicas negativas, de un sistema hidrolgico comprometido. Conforme la conciencia del alcance de la contaminacin sistmica crezca, el impacto en la industria turstica se volver ms probable. Uno de los impactos ms importantes a futuro, puede ser el aumento en el costo de la salud pblica y el aumento de las enfermedades entre la fuerza laboral.

    Ejemplos de la manifestacin de esto:Las hormonas para el control de la natalidad, que entran en los arroyos a travs del sistema de tratamiento de aguas residuales municipal, estn impidiendo la reproduccin natural de la trucha en la cuenca superior.

    (4) Implicaciones socioculturalesVarias personas describieron la relacin actual de la comunidad con el Ro Atoyac como de darle la espalda al ro. Ya sea que esto proceso de separacin sea visto o no como causal de la contaminacin del ro, se reconoce que, de dejarse como est, ser difcil; si no es que imposible; implementar soluciones durables para limpiarlo. Las consecuencias socioculturales de esto resultan ms difciles de medir pues involucran la ausencia de algo positivo y no la presencia de algo negativo. De hecho, se aprecian en su totalidad nicamente cuando una comunidad al reclamar su relacin con un ro regenerado, experimenta un senti -do nuevo de vitalidad social e identidad conforme el ro o la ribera se convierte en el lugar de reunin para la comunidad y deja de ser la locacin para edificios en deterioro, de paisajes malogrados y colonias dilapidadas. (3) Economic Implications. Land and water-based livelihoods, and real estate values (especially around Valsequillo), have already experienced negative economic consequences of the compromised watershed hydrologi-cal system. As awareness of the extent of systemic pollution grows, it is likely to also impact the tourism industry. One of the more significant future impacts my be the spiraling costs of public health, and the impact of increasing illness on the workforce.

    Example of how this is manifesting:Birth control hormones entering the streams through the municipal waste treatment system, are preventing natural reproduction of the trout hatchery populations in the upper watershed.

    (4) Socio-Cultural Implications. Several people described the current relationship of the community to the Rio Atoyac as turning its back on the river. Whether or not this process of separation can be seen as causal to the pollution of the river, it is recognized that, if left unchanged, enduring solutions for cleaning the river will be difficult if not impossible to achieve. The socio-cultural consequences of this are more difficult to measure in that they involve the absence of something positive rather than the presence of something negative. Indeed, they often are fully appreciated only when a community, upon reclaiming a relationship to a regenerated river, experiences a new sense of social vitality and identity as the river or waterfront becomes a gathering place for the community rather than a site for deteriorating buildings, blighted landscapes and derelict neighborhoods.

    2.3 Understanding the nature of the problem / defining the path forwardIn our initial assessment, we were struck over and over by the depth of caring about the Rio Atoyac in all of the people we inter-viewed. At the same time, we often encountered impatien-ce, frustration, in some cases even cynicism, about the lack of progress in addressing the problems associated with the river and its watershed. This is not surprising since, as noted in the introduction to this section, these problems are neither new, nor unknown, even if not widely known. Which led us to ask, What is contributing to this perceived lack of progress? The following emerged as issues restraining progress:1. Fragmented policy making and regulatory infrastructu-res. Fragmentation is found across the departments as well as vertically across different levels of government. People in diffe-rent parts of the system often work in silos, without knowledge of other efforts/conditions, and frequently end up unintentiona-lly working against each other. Example: Permits issued at the national level allow industries to discharge toxins into the river; at the state and community level, authorities have no say over the permits, but have, and exercise the authority to fine such discharges. The effect is uncertainty for businesses and an unhealthy environment for local residents. Such fragmentation also opens the door to the perception, if not the reality of corruption.2. Lack of public awareness. Relatively few people are aware of, let alone knowledgeable about the extent of the problems affecting the river and watershed. Indeed, an informal survey of school children in Puebla a year ago (?) revealed that a majority didnt even know Puebla had a river. Lack of public awareness translates into a lack of public demand/pressure for change. 3. Economic (dependence on) (role of) industries that are polluting. All of the toxins, which pose the greatest health risk of all the pollutants present in the watershed, are from industrial wastewater. The lack of alignment among levels of governance (see #1 above) has been one restraint to resolving this. Additio-nally, reform efforts are further complicated by the perceived importance of polluting industries to the economic well-being of the community.4. Lack of understanding of the watershed as a living system. Well meaning solutions focused on a single problem ignore the multilayered, mutually interdependent nature of living systems and, more often than not, lead to side-effects that are equal to if not worse than the original problem. Many long-standing water-use practices are now part of the problem, and successfully cleaning the river will require addressing these practices throughout the whole of the watershed. Efforts to achieve such changes however can seem arbitrary, even punishing when people are unable to see in concrete terms, how their activities impact and are impacted by the larger system.
