Ahora más que nunca, América Latina Cuenta con Cadenas de Suministros Fortalecidas…
• Compromiso de Gobiernos ha aumentado
• Paises cuentan con instituciones fortalecidas, con capacidad de gestión y sistemas de información para gerenciar los programas de salud
• Apoyo externo ha sido efectivo (USAID, UNFPA, OPS, BID y Banco Mundial)
…pero aún hay retos• Los sistemas no están institucionalizados
• La disminución de fondos de donantes ha sido significativa
• La inversión ha sido en areas específicas de la cadena de suministros (por ej., existe un presupuesto para compra de anticonceptivos, pero no para la cadena de suministros o la estructura que la mueven)
• Los Programas no están protegidos de los cambios en las políticas
• Reformas del Sector Salud
Retos
• Falta de claridad y efectividad en políticas sobre la cadena de suministros
• Duplicación y brechas
• Desabastecimientos continuan a pesar del progreso de las últimas décadas
• Paises invierten en estructuras e infraestructuras diferentes a la cadena de suministros
Propósito
• Mejorar la disponibilidad de insumos y medicamentos para la salud mediante la articulación de nuestros recursos y el intercambio de conocimientos y experiencias en la región
Meta
• Desarrollar sinergias entre los socios para fortalecer y mantener los logros de cadenas de suministros integradas para medicamentos e insumos de salud pública en América Latina
Alcance•Tiempo: Corto a mediano plazo. Aprovechando mecanismos
EXISTENTES a nivel regional, la Alianza continuará funcionando hasta conseguir los resultados esperados
•Productos. Medicamentos e insumos críticos en salud, con énfasis en SR, PF, VIH-sida, TB, materno-infantil, enfermedades no contagiosas y nutrición.
•Sectores. Cualquier cadena de suministros que sirva a la población y no solamente aquella(s) gerenciada(s) por el sector público.
•Ubicación Geografica. Gobiernos jugarán un papel activo para definir dónde se lanzará la Alianza y sus actividades (por definir si será en Guatemala, Paraguay, El Salvador) para expandir a otros países, preferiblemente donde los socios de la Alianza tengan presencia.
•Nuevos socios. A nivel regional y de país, de los sectores privado comercial, ONGs, academia, agencias y organizaciones que brinden asistencia técnica y financiera e interesados en la región, incluyendo nuevos donantes (por ej., fundaciones, otros)
Marco de Resultados
3.1: Generate and disseminate information about the total market for various key health products to inform future activities that will expand these markets, ensuring that subsidies are targeted and basic needs are met
• Generated and disseminated information to key actors in the total market for select essential health products in select LAC countries
3.2: Involve and engage new partners in strengthening the transportation function for supply chain management
• Identified new partners that will apply commercial sector best practices for transport to public or NGO sectors
• Advocated outsourcing to third parties—when appropriate—to leverage commercial-sector capacity
3.3: Engage new partners in supporting professionalization of supply chain human resources
• Identified partners who can provide supply chain training opportunities for all cadres, including increased emphasis on pre-service training and continuing professional development
• Identified professional networking and mentoring opportunities
• Promoted human resource policies that professionalize, attract, and retain supply chain managers
3.4: Introduce innovations in information technology for collecting key logistics data and stock monitoring, particularly at service delivery points
• Identified and engaged partners who can visualize data through the following information systems:
o warehouse management systems o electronic logistics management information systems o geographic information systems o mobile health systems (mHealth).
3.5: Provide support for setting up/operationalizing key supply chain performance monitoring (indicators) and incentive systems
• Identified and engaged partners who can provide technical assistance in specific areas
• Advocated for new sources to fund the incentive amount or programs—donors and ministries of finance—and/or use savings generated from supply chain incentives to fund the incentive scheme
3.6: Map CSR health projects in the region, by country, and advocate with their NGO partners for supply chain strategies, or priorities, to be included in these projects

• Convened regular meetings, using existing coordinating bodies, to share workplans with various partners that are investing in public health supply chain in select countries
2.2: Develop and disseminate background material to clarify and recommend policies to countries on different global or regional procurement mechanisms that are available for key strategic commodities (Reproductive Health (RH), Family Planning (FP), HIV, Maternal and Child Health (MCH), Non-communicable Diseases (NCD), and nutrition
• Employed effective and diversified procurement options for select products/countries
• Developed material that clarifies and recommend policies for countries on procurement options for select products
2.3: Share information and coordinate actions on strengthening procurement regulatory framework, selecting appropriate procurement options; and, when appropriate, competitive informed bidding (jointly negotiated prices, etc.) for select health products (RH, FP, HIV, MCH, NCD, and nutrition)
• Improved countries’ bargaining position in negotiations with suppliers; obtained favorable pricing and delivery conditions
• Shared information and strategies with alliance members to strengthen the country-level or regional procurement and regulatory framework
