PROJECT BACKGROUND

MOLWENI NODAL PRECINCT PLAN

AS PER THE TOR: The precinct plan is to inform and coordinate the planning of Molwenimainly the clustering of social and commercial facilities in the area.

The project aims to:

1. Attract investment by identifying a commercial node;

1. Cluster social facilities in well located and strategic areas;

1. Consolidate dispersed commercial activities and social facilities at a central node;

1. Establish infrastructural requirements; and

1. Identify opportunities for linkages from/to Molweni with its surrounding areas.

The Outer West Development Spatial Plan (OWDS) states that Molweni is to become aNeighbourhood Node serving both Molweni and Langefontein area.

PROJECT OBJECTIVES

MOLWENI NODAL PRECINCT PLAN

The main objectives of the Nodal Precinct Plan are to: 1. Provide a vision and framework for coordinating and informing both the public and

private sector investment and development in Molweni;

1. Facilitate the development of a well-integrated, dignified, vibrant, safe and attractiveenvironment for local residents and visitors;

1. Encourage sustainable private businesses and job creation in this economicallydepressed area;

1. Assess the social facilities and services backlog in relation to eThekwini Social

Facilities Standards;

1. Identify and provide sustainable responses to existing bulk infrastructure andservices constraints including roads and sewerage disposal.

1. Provide a clear spatial structure for the node, with strong image forming elements;

1. Identify a system of quality public spaces and streetscape elements.

1. Assign land uses or land use baskets to certain parcels of land in order to ensure theefficient use of land and the optimal integration of land uses with the movementpatterns and public space system;

1. Provide clear development and urban design guidelines to manage investment anddevelopment in the node; and

1. Identify catalytic public sector led projects that are required to kick-start the

development of the node.

PART 1 OVERVIEW – Status Quo

1. Demographics (ETA, 2010):

• Lower Molweni 14,108 people• Upper Molweni 4,018 people•

Langefontein 2,310 people• Tin Town 199 people

2. Movement and Linkages:

• Inanda Road is the main access road.• Inanda Road links Hillcrest-Moweni –

Pinetown.• There are several internal access roads.• Movement of vehicles is towards the

areas of employment to the west andsouth.

• Pedestrian movement is disorganised.

3. Economic Overview:

•. Predominantly Low Income area•. 32% earn less than the minimum living

level•. 40% employment of people of an

employable age•. 7% of total population is employed•. Only 17% employed locally resulting in

economic spillages•. High cost on commuting

4. Environmental Overview:

•. Outer West occupies 74,000ha of highbiodiversity areas in terms of DMOSS

•.

Natural assets include;- River systems,- Forests,- Wetlands, and- Grasslands

•. Environmental threats include- Pollution- Sand mining,- Alien invasive plants,

- Invasive species,- Illegal hunting, and- Soil erosion

road has the following issues of concerns;- inconsistent road width,- several houses with direct to Inanda

Road,- encroachment on the road reserve,- the lack of traffic management,- poorly defined pedestrian walkways,- livestock roaming the streets,- poorly maintained road verges
