1. RESUMEN EJECUTIVO Como la segunda economía mundial China es un país lleno de oportunidades pero con una idio-sincrasia propia, hay que tener en cuenta que China es un país enorme con desigualdades socia-les mayormente entre las poblaciones rurales y urbanas, y grandes retos de futuro.

Como se podrá observar más adelante en el documento, existen oportunidades de negocios en el país tanto en infraestructura como en energía, sobre todo en renovables, ya que el país quiere empezar a reducir sus emisiones, debido a que se enfrentan al reto de conseguir mejorar la cali-dad del aire de las grandes urbes del país. El país busca multiplicar por dos las líneas férreas en el país por lo que se esperan grandes oportunidades en este ámbito.

En cuanto a los problemas que se puedan dar en el país la población envejece y se empieza a re-ducir la fuerza laboral en parte debido a la política del hijo único, la gran competencia de las com-pañías locales y el proteccionismo del gobierno.




2. INTRODUCCIÓN Este documento tiene como finalidad informar a las empresas españolas sobre las oportunidades de negocio con el Grupo Banco Mundial (GBM) en la República Popular China.

La República Popular China, en adelante China, es actualmente el país más poblado del mundo con una población estimada de 1.367.485.388 habitantes, el cuarto país en cuanto a superficie si las aguas dulces se incluyen en el cálculo, la segunda economía mundial en cuanto a PIB en tér-minos nominales, el primer exportador y el país con mayores reservas de divisas del mundo.

Gracias a todo lo comentado anteriormente unido a su rol en el consejo general de la ONU como uno de los cinco países con representación continúa en el consejo de seguridad y derecho de ve-to y como el principal suministrador de los materiales conocidos como tierras raras con el 97% de la producción mundial, le confieren un rol muy importante en tanto en la política como en la eco-nomía global.

Desde las reformas económicas introducidas por Deng Xiaoping en 1978, el llamado socialismo con características chinas, oficialmente reforma y apertura, China ha mantenido un crecimiento económico espectacular con un incremento del PIB anual promedio del 9,8% desde 1980 hasta 2015 sacando a más de 800 millones de personas de la pobreza. Sin embargo la recesión mundial de 2009 afecto a una economía basada en las exportaciones disminuyendo sus elevados creci-mientos, y aunque las perspectivas son de un crecimiento menor este seguirá siendo superior al 6% siendo la doceava economía que más se espera que crezca en 2016.

Algunos expertos señalan que el menor crecimiento y la elevada deuda china están generando problemas en su economía, por ello el gobierno está llevando a cabo reformas para fomentar el consumo interno y desarrollar el sector servicios, para dejar de depender tanto de las exportacio-nes. Otro de los problemas económicos que se da en China es la diferencia existente entre las di-ferentes provincias del país, siendo las provincias costeras las más desarrolladas mientras que las del interior lo están menos.

Se han dado y se esperan cambios legislativos importantes en China, ya se modificó la famosa política del hijo único y ahora se esperan cambios en la ley de movilidad o “Hukou” esto incre-mentará las posibilidades de movilidad de los habitantes, beneficiando a los trabajadores de las provincias menos desarrolladas que emigraron a las ciudades.

El plan quinquenal aprobado el 16 de marzo tiene los siguientes objetivos:




• Mantener un crecimiento económico promedio del 6,5% en el quinquenio para poder do-blar tanto el PIB como PIB per cápita de 2010 en 2020. Para que esto suceda el gobierno cuenta con aumentar el desarrollo urbano, para poder pasar del 56% de la población al 60% de la población en entornos urbanos y crear más de 50 millones de puestos de traba-jo.

• Aumentar la esperanza de vida un año de los 76 a los 77 años.

• Sacar de la pobreza a 70 millones de personas.

• Fomentar la innovación, invirtiendo el 2,5% del PIB hasta 2020. Dentro del marco de “In-novación Científica y Tecnológica 2030” el país quiere poner en marcha proyectos de in-novadores como la comunicación cuántica y los ordenadores cuánticos, la red eléctrica in-teligente, la fabricación inteligente y robots entre otros tantos.

• Fomentar la producción de vehículos híbridos y eléctricos.

• Reducir las emisiones de CO2 y conseguir que la calidad del aire en las ciudades sea con-siderado bueno por lo menos el 80% de los días.

• Continuar mejorando las infraestructuras.

• Manejar el exceso de capacidad productiva en el sector del acero en el que busca reducir su capacidad productiva.

• Reformar el sector agrícola fomentando la productividad y adaptándose a los estándares de calidad internacionales.

Si se cumpliese el primero de los objetivos planteados en el plan quinquenal China pasaría a ser considerado por el BM un país de ingresos medios en 2020. Mientras que los objetivos del plan quinquenal buscan lidiar con los principales problemas del rápido crecimiento económico chino como, la desigualdad, la rápida urbanización, los problemas medioambientales y los desajuste ex-ternos, los cambios normativos como la modificación de la ley de hijo único y la modificación de las leyes de migración internas buscan hacer frente tanto a la problemática de una población en-vejecida como a las tensiones que se puedan generar entre los emigrantes internos.

China ha de continuar con un crecimiento sostenible ya que la experiencia muestra que es mucho más difícil pasar de ser un país de ingresos medios a un país desarrollado.

China es un país unipartidista gobernado por el Partido Comunista Chino, su capital es Pekín, ofi-cialmente Beijing, aunque la ciudad más poblada es Shangai con 23,741 millones de habitantes. Otras ciudades importantes son Chongqing, Guangdong, Tianjin y Shenzhen todas ellas por en-cima de los 10 millones de habitantes.

China comparte fronteras con Vietnam, Laos, Myanmar, Bután, Nepal, India, Pakistán, Afga-nistán, Tayikistán, Kirguistán, Kazajstán, Rusia, Mongolia y Corea del Norte. China tiene un clima muy diverso debido al gran tamaño del país, en el país se pueden encontrar desde un clima subártico al norte hasta un clima tropical en el sureste.

El gobierno Chino reconoce 56 grupos étnicos, de los cuales el grupo más numeroso es el grupo Han que constituye el 91,6% de la población. Otros grupos étnicos importantes son los zhuang, manchú, hui, miao, uigur, yi, tujia, mongola, tibetana, bouyei, dong, yao, coreana, bai, hani, li, ka-zaka y dai. El estado chino promueve el uso del chino mandarín pero la constitución garantiza la libertad de todos los grupos étnicos para usar sus propias lenguas.

Las principales religiones en China son el Taoísmo y el Budismo. Aunque el conjunto de doctrinas morales y religiosas del confucianismo tienen una gran influencia en la región.

En la tabla 1 se muestran los datos principales de China en ellos se puede ver como la esperanza de vida ha ido aumentando y se han mejorado los indicadores tanto de acceso a agua como de acceso a saneamientos. En cuanto a la reforestación China lleva a cabo desde los años setenta el proyecto de la Gran Muralla Verde, proyecto que genera controversia, y que busca acabar con las lluvias de arena y parar la desertificación.

La constitución china establece cinco principios básicos que rigen su política exterior, respeto mutuo a la soberanía e integración territorial, no agresión, no injerencia en asuntos internos de otros estados, igualdad y coexistencia pacífica en el intercambio con otros países.

En cuanto a la política interna China actualmente funciona bajo el sistema de un país dos siste-mas, sistema que se implementó cuando Hong Kong y Macao fueron descolonizadas por Portugal y Reino Unido.

En los últimos años China ha ido incrementado su presencia en las instituciones multilaterales, cogiendo poco a poco un rol activo en el mundo. Por ello, el FMI incluyo el Renminbi o Yuan, en la cesta de las divisas de los Derechos Especiales de Giro, (cesta de monedas compuesta hasta en-tonces por el dólar, el euro, la libra y el yen) de la institución en diciembre de 2015 aunque no se hará efectiva hasta octubre de 2016.

Es también uno de los impulsores del grupo denominado BRICS, (acrónimo que hace referencia a Brasil, Rusia, India, China y Sudáfrica). En los últimos años ha creado el Banco Asiático de Inver-sión en Infraestructura, institución de la que España es socio fundador, banco multilateral con se-de en Pekín que busca financiar los proyectos de infraestructura en Asia. Los BRICS crearon a su vez su Nuevo Banco de Desarrollo con sede en Shanghái.

China mantiene contenciosos con los vecinos respecto a la soberanía de varias islas en el mar del sur de china así como con Japón y Corea respecto a otras islas. En el conflicto aún vigente entre las dos Coreas, China ha jugado un papel de mediador al mantener buenas relaciones con Corea del Norte.

Mantiene también una relación de cooperación buena con India y Rusia, especialmente con la se-gunda. En cuanto a las relaciones con la Unión Europea, ya que China es el primer proveedor de bienes de la UE y el segundo destino de sus exportaciones.

La moneda de China es el Yuan o Reminbi, que guarda una equivalencia a fecha de 21 de Junio de 2016 de 1 euro= 7,4562 yuanes4. El índice de Gini, índice que mide la desigualdad económica, es de 0,4215, siendo 0 la igualdad más absoluta el país no tiene una gran desigualdad, sin embar-go, el indicador de desarrollo humano es de 0,7276 situándose el país en el puesto 90 de 188.

El crecimiento sigue siendo sostenido y el país está a la cabeza de las economías más atractivas para llevar a cabo inversión extranjera directa, el atractivo inversor en parte es debido a su enor-me población y al incremento sostenido en la renta per cápita. Las oportunidades que se presen-tan en el siguiente plan quinquenal también son importantes para muchas de las empresas espa-ñolas ya que se piensa invertir mucho dinero tanto en infraestructuras como en desarrollo urbano.

La facilidad para hacer negocios es un indicador que tiene en cuenta a 189 países por lo que la República Popular China se tiene mucho margen de mejora en algunos de los indicadores como conseguir permisos de construcción, pagar impuestos o la facilidad para montar un negocio.

Como se puede observar en el gráfico 1, China ha estado por encima en cuanto a crecimiento del PIB los años anteriores tanto a sus vecinos como al mundo. La diferencia respecto al crecimiento mundial sigue siendo importante, pero las estimaciones del BM para este año indican que la re-gión del Sur de Asia superará otra vez a China en cuanto al crecimiento del PIB.

China mantiene una balanza comercial muy favorable con España, siendo el intercambio comer-cial entre ambos países muy importante, España exporta mercaderías por valor de 4.438 millones de euros y la República Democrática del Congo exporta bienes a España por valor de 23.623 mi-llones de euros.

4. GRUPO BANCO MUNDIAL EN CHINA 4.1.4.1.4.1.4.1. ESTRATEGIA PAÍSESTRATEGIA PAÍSESTRATEGIA PAÍSESTRATEGIA PAÍS

Sobre la base de una relación de cooperación que abarca más de treinta y cinco años, la estrate-gia país del Banco Mundial comprendida entre los años 2013-2016 está alineada con el doceavo plan quinquenal chino. Para apoyar a China en el reto de conseguir una sociedad en armonía, el Banco Mundial se centra en tres áreas de mejora:

• Apoyar un crecimiento más verdeApoyar un crecimiento más verdeApoyar un crecimiento más verdeApoyar un crecimiento más verde, ayudando a China a implementar un modelo energéti-co más sostenible, mejorando los servicios medioambientales urbanos, promocionando el transporte urbano bajo en emisiones de CO2, promocionando las prácticas agrícolas sos-tenibles, fomentando la gestión sostenible de los recursos naturales y fortaleciendo los mecanismos para manejar el cambio climático.

• Fomentar un desarrollo más inclusivo, Fomentar un desarrollo más inclusivo, Fomentar un desarrollo más inclusivo, Fomentar un desarrollo más inclusivo, incrementando el acceso a un buen servicio sani-tario y de protección social; fortalecer los programas de desarrollo, incluyendo a los traba-jadores inmigrantes, mejorar las oportunidades en las áreas rurales y pequeñas poblacio-nes y mejorar la conectividad del transporte para un desarrollo regional más equitativo.

La contribución más valiosa que el Banco le puede hacer a China es la de compartir y aplicar ideas, innovación y conocimiento. La estrategia de cooperación del Banco Mundial con China se enfatiza en compartir conocimiento.

El cumplimiento de la Estrategia País ha tenido buenos progresos según una revisión llevada a cabo a principios de 2016.

A 6 de abril de 2016, la suma de los préstamos concedidos tanto por AIF Y BIRF a China era de 57,9 mil millones de dólares por 396 proyectos. Concentrándose los proyectos en los siguientes sectores, medio-ambiente, transporte, desarrollo urbano, desarrollo rural, energía, agua y desa-rrollo humano.

En línea con el incremento de las preocupaciones del gobierno en cuanto a conseguir un creci-miento social y medioambientalmente sostenible, el foco de las actividades del BM en China ha sido modificado significativamente.

A fecha de 06 de abril de 2016, el 70% de la cartera del Banco tiene objetivos medioambientales, muchos de ellos con implicaciones globales. El Banco a su vez presta una especial atención a las




regiones central y occidental ya que la pobreza es significativamente superior en esas regiones comparándolas con las regiones costeras. Por ello cerca de las dos terceras partes de los proyec-tos son en las provincias centrales y occidentales.

También se han introducido nuevos requerimientos para mejorar la eficiencia energética, fomentar el uso de energías renovables, rehabilitar y modernizar los sistemas de calefacción de los distritos urbanos.

Con el desarrollo chino, la colaboración del banco se está volviendo más importante en cuanto a investigación y análisis7.

En cuanto a la Corporación Financiera Internacional, China es el quinto país con más proyectos. Desde la primera inversión llevada a cabo en 1985, la IFC ha invertido alrededor de 10 mil millones de dólares en cerca de 324 proyectos en China. En el año fiscal de 2015, la IFC ha invertido más de 4,6 mil millones en 40 proyectos.

La estrategias prioritarias de la IFC en China se basan en el cambio climático, incluyendo la ener-gía renovable, la eficiencia energética, la eficiencia en el tratamiento del agua, el equilibrio entre desarrollo rural y urbano, la seguridad alimenticia, etc; y en las inversiones chinas en el extranjero, incluyendo la colaboración con empresas chinas para invertir en otras economías emergentes particularmente en África, movilizando capital, sindicando préstamos y compartiendo conocimien-to y standards.

Comentada anteriormente la estrategia del GBM, Grupo Banco Mundial, para China, se procede a exponer gráficamente los proyectos del GBM en el país.

En el siguiente gráfico, Gráfico 2, se pueden observar tanto el número de proyectos como los desembolsos en ellos de los últimos 15 años.

Como se puede observar en el gráfico 2, tanto el número de proyectos como las cantidades des-embolsadas en los mismos, no tienen un patrón establecido estando el número de proyectos eje-cutados anualmente por encima de los 10 proyectos y siendo el desembolso medio realizado en ellos los últimos siete años, contando la previsión de 2016, de 1666,45 millones de dólares.

En el gráfico 3, observamos que la mayor parte de los proyectos llevados a cabo por el banco en China son proyectos con las administraciones regionales o locales y centrales, suponiendo estas casi el 40% de los proyectos llevados a cabo por el BM en China.




5. PROYECTOS DEL GRUPO BANCO MUNDIAL EN CHINA

El GBM dispone de distintos mecanismos de financiación para sus proyectos. Para cada meca-nismo, en este capítulo se van a analizar los proyectos en preparación e implementación del Ban-co en China8.

El Banco Internacional de Reconstrucción y Fomento (BIRF) y la Asociación Internacional de Fo-mento (AIF) proporcionan financiación con garantía soberana a los países prestatarios a través de Proyectos de Inversión (PI). Los instrumentos que se utilizan son préstamos en el caso del BIRF y préstamos sin interés, donaciones y garantías en el caso de la AIF, en el caso de China únicamen-te encontramos préstamos de la BIRF.

6. ADJUDICACIONES DE CONTRATOS DEL BANCO MUNDIAL EN CHINA

Las adjudicaciones del Banco Mundial (BM) en un determinado país suelen seguir una tendencia en cuanto a sectores, nacionalidad del proveedor, tipo de contrato y método de adjudicación. En este capítulo se desglosan las características de los contratos adjudicados por el BM en China.
