What do we have? A vehicle park of 3 826 962 units by 31.12.2014

State policy for achieving a certain present-day state of the vehicle park and/or public integration of cars after 1989 is nonexistent

With taxation system from the 80s, effectively penalizing the purchase of a new car; “grafted” EVs, exempted from tax that has no practical incentive effect

The missing state The state is apparently uninterested in the complex

issues of modern mobility Strategy without tactics is the slowest route to victory.

The expertise in the state administration on mobility is practically destroyed

The situation is reproduced at the municipal level Subjectness is literally lacking

Missing will for change

Shortage of critical mass and impact impulse among stakeholders

The current state of science is putting it out of the process

The almighty grey secondary market is vastly tolerated

In fact, Bulgaria is strongly encouraging the aging of its vehicle park

Direct damage The current car park condition is directly conductive to

the growth of mortality The vehicle fleet’s high average age is affecting

negatively the attendant economic and social sectors Disastrous environmental impact Air quality in cities has deteriorated Destroys the infrastructure Fundamentally erodes the quality of life Reproduces poverty instead of prosperity Makes SWOT analysis impossible – the S is missing

Conclusion

The modernization of Bulgarian mobility is a function of

the status of all social systems. Existing situation must

be transformed: this can only be achieved by

understanding the need for change through a

sustainable and systematic collective effort.

What is to be done? Rationalizing the severity of the status quo in all its vast

scale – a must Asserting the need for positive change A dedicated public-private structure for smart

modernization of Bulgarian mobility is to be created Conceiving the reality within the state structures,

realizing the real scale of their powerlessness Actively support the rebuilding of expertise in the public

administration

What is to be done?

Constituting an appropriate brainstorming group – we call it Smart Mobility Initiative Bulgaria 2060

Working out a national strategy, targeting introduction of the Bulgarian mobility in the XXI century with at least 40-year horizon

Setting up a national platform aimed to create the future experts in the public administration

Finding sources of synergy with all similar European/EU/EC initiatives

Together with the National Association of Municipalities recapping the regional potential (demonstration projects)

Promoting the initiative and ensuring its adequate articulation

The state of the public administration Understanding its deficits is inevitable precondition for

success Ditto the coordination with highest governmental levels We need to raise its capacity to a state, capable to

leading the process subsequently All sources of influence must be applied for the purpose Indicative external example with proper credibility is to

be pointed out A huge stockpile of patience needed

What is to be done? The strategy is to be modelled in light of: Reindustrialization of Bulgaria Returning the country in the group of advanced societies

with its prosperity potential resuscitated Direct involvement of the education system Ditto the scientific community Attracting the internal investors Creating sustainable employment potential Elevating the general quality of life Attracting the young

How to make it? Overcoming the initial resistance Identifying the stakeholders Setting-up a brainstorming group Developing contact points Discussing publicly Public and political support Mobilization of stakeholders abroad Creation of permanent body Change through a long-term cross-cutting effort

By formulation of national goal that: Is pointing constructive, long-term way out Is formulating ambitious, yet realistic targets Is being specific Is being tied to other public and social systems Is ensuring measurable results Is being technologically neutral Is setting out deadlines Is integrating all stakeholders Is attracting public support Is being attractive for the young
