    Assumptions QA is not a new concept - HEIs have always

    focused on quality. Call for a more systematic

    approach QA is a means of continuous self-improvement

    QA is not a scienceit is common sense

    QA is the responsibility of every individual-

    starts an an individual level QM starts at the top and filters down

    For above, need signals sent about unit ofassessment, areas of reporting, enhancement,quality indicators

    Characteristics of an IQMS Cost effective- but first few years of

    establishment-start up costs will be very high eg.

    Generating base-line information Should aim mainly at assessing quality of core

    functions

    IQMS inextricably linked to institutional context

    and broader planning framework, instead of beinglinked to restructuring that is not an annual event
