PROGRAMA ELECCIONES MUNICIPALES 2015

P.S.O.E. MOJÁCAR CUATRO PUNTOS DE ACCIÓN IMPRESCINDIBLE Y PRIORITARIA 1.- CONTRA LA CORRUPCIÓN, TRANSPARENCIA TOTAL

- Publicar mensualmente en Internet:

o Sueldos de los cargos públicos

o Gastos e ingresos

- Contratos de obras menores con participación de todas las empresas con domicilio en Mojácar

- Compras menores por concurso entre todos los comerciantes.

- Contratación de personal intentando repartir en diferentes sectores y familias.

- A las 48h de tomar posesión de gobierno habremos comprado un vehículo-grúa para los electricistas municipales.

- Auditaremos todas las obras que se hayan ejecutado por el equipo de gobierno anterior.

2.- FISCALIDAD E IMPUESTOS

- Actualmente, el Ayuntamiento sólo recauda un 60% del IBI lo que genera 9 millones de euros de impagados. Queremos aumentar al máximo dicha recaudación. Por ejemplo, si rebajamos un 20% los impagados, nos comprometemos a rebajar el IBI un 20 %, revirtiendo así en beneficio de los ciudadanos.

- Crear una oficina municipal de recaudación. Actualmente se paga a Diputación 500 mil euros al año para esta gestión.

- Adaptar el Impuesto sobre vehículos a la media de los pueblos vecinos.

- Aliviar ciertas cargas fiscales:

o Ocupación de vía pública GRATIS con la condición de abrir el negocio 11 meses al año.

o Licencia de obra menor al 50 % con la condición de empadronarse en Mojácar.

o Licencia de obra, a revisar a la baja las tasas correspondientes.

o Licencia de apertura de locales, 350 euros la primera visita y 100 euros más por cada visita suplementaria en caso de documentación incompleta. Volver así a una tasa en lugar de un impuesto como actualmente,

o Compra de vivienda sin I.B.I el primer año, con la condición de empadronarse en Mojácar.

o Rebaja del 20 % del I.B.I. a establecimientos relacionados con el Turismo que abran todo el año.

o Adaptar a la media de los pueblos vecinos el Impuesto sobre Vehículos.

- Acortar el plazo de respuesta para solicitudes de obras (15 días para obra

menor y 30 días para obra mayor).

3.- PASEO MARÍTIMO Y VARIANTE

- Llegar con el Paseo Marítimo hasta el Parque Comercial como mínimo.

- Frente a la deficiente gestión del P.P., conseguir una variante en condiciones.

4.- TRABAJO Y EMPRESA

- Fomentar desde el Ayuntamiento la cultura del emprendimiento, con asesoramiento gratuito durante el primer año.

- Apoyar las iniciativas innovadoras facilitando trámites e incentivos fiscales.

- Colaborar con asociaciones empresariales y sindicales.

- Solicitar un Centro CADE (Centro de Ayuda al Desarrollo Empresarial).

FUNCIONAMIENTO DEL AYUNTAMIENTO - Transparencia: Todos los ciudadanos deben saber en qué se gasta su

dinero.

- Atender al ciudadano con personal que hable varios idiomas

- Tutela: El ciudadano tendrá a su disposición un solo funcionario que llevará la totalidad de la gestión hasta su resolución y con garantía de corto plazo.

- Crear una base de datos para facilitar la comunicación entre Ayuntamiento y ciudadanía.

- Crear una oficina de asesoramiento a los comunitarios y extranjeros.

EDUCACIÓN

- Priorizar la construcción de un nuevo Colegio de Enseñanza Primaria.

- Crear la Escuela Municipal de Idiomas-

- Potenciar y ampliar la Escuela de Hostelería y solicitar la implantación del Ciclo Superior de Cocina.

- Concertar mediante convenio, con la empresa gestora del polideportivo, el acceso y el uso de las instalaciones por el colegio municipal.

- Potenciar la biblioteca municipal con la instalación de las nuevas tecnologías y la realización de actividades como talleres de lectura, de poesía y de teatro.

- Ampliar el servicio de ludoteca en la guardería, abriendo también por la tarde.

- Adaptar los bajos del Colegio de Enseñanza Primaria como salón de actos para actividades de ámbito escolar y extraescolar, como cineclub o sala de proyecciones.

CULTURA Y FESTEJOS

- Potencia el centro de Usos Múltiples con talleres de artesanía, culturales, sociales, así como grupos teatrales.

- Ubicar al aire libre, en todo el municipio, obras de escultura, mejorando así la imagen turística.

- Crear un itinerario arqueológico y adecuar los yacimientos para ser visitados por residentes y visitantes.

- Promover festivales musicales en la calle, aprovechando todas las plazas del municipio.

- Promover festivales culturales de ámbito internacional.

- Promover las festividades de las diferentes nacionalidades de los vecinos de Mojácar.

- Declarar el viernes de Moros y Cristianos como día festivo local.

URBANISMO Y VIVIENDA

- Para un desarrollo equilibrado y sostenible, el PSOE de Mojácar propone un Plan General de Ordenación Urbanística (PGOU):

o Que reivindique el trazado completo de la circunvalación-variante costera, con enlaces a la carretera de la playa.

o Que incluya la ordenación detallada del frente costero.

o Que incluya también la ordenación con protección del casco antiguo para fomentar la rehabilitación y ocupación de viviendas.

o Que prevea un núcleo de centralidad en la zona de Los Gurullos.

o Que potencie la vida en todos los núcleos rurales previendo la implantación de servicios y la obtención de equipamientos.

- Al mismo tiempo, desde la gestión municipal, el PSOE trabajará con firmeza para:

o Facilitar la construcción de viviendas asequibles para nuestros jóvenes

o Hacer prevalecer la construcción de viviendas habituales de 100 m2 como mínimo, para crear un asentamiento de población en viviendas familiares decentes para vivir todo el año.

o Fomentar la promoción de vivienda protegida (V.P.O.)

o Facilitar la rehabilitación de viviendas

o Crear una bolsa de alquiler.

INFRAESTRUCTURAS Y EQUIPAMIENTOS - Completar la urbanización de las calles en todo el Municipio.

- Remodelar y adaptar las aceras del Paseo del Mediterráneo para discapacitados, colocar también bancos y replantear la ubicación de farolas en aceras muy estrechas.

- Habilitar zonas de aparcamiento en todos los núcleos urbanos.

- Mejorar y reforzar las estaciones de bombeo de aguas residuales, como en la zona de Pueblo Indalo.

- Construir un mirador panorámico en el Barrio del Espíritu Santo.

- Crear parques infantiles en la zona del Arrabal y de la Subida al Castillo, y reforzar el mantenimiento de los existentes.

- Construir una Estación de autobuses.

JUVENTUD - La política municipal de juventud que propone el PSOE mojaquero consistirá,

ante todo, en favorecer la preparación intelectual y profesional de nuestros jóvenes, a la vez que facilitarles el retorno a Mojácar, con el consiguiente aprovechamiento de su potencial adquirido. Para ello, es primordial:

- Facilitar su instalación profesional e inserción laboral.

- Facilitar el acceso a una vivienda digna.

- Organizar cursos para jóvenes parados.

- Crear una Casa de la Juventud.

- Fomentar eventos y encuentros juveniles, tanto deportivos como culturales, lúdicos, etc.

DEPORTE

- Recuperar las pistas de tenis de Marina la Torre

- Potenciar las escuelas municipales de tenis, fútbol, baloncesto y danza.

- Aumentar las rutas de senderismo

- Avanzar hacia la consecución de un puerto deportivo.

- Conseguir que el Polideportivo sea de gestión pública sin aumento de personal y garantizar su uso a los ciudadanos, al menor coste posible

PARTICIPACIÓN CIUDADANA

- Crear un Consejo de Vecinos con Partida presupuestaria,

- Fomentar el asociacionismo vecinal.

- Mantener contactos y reuniones periódicas con las diferentes asociaciones existentes.

TURISMO

- Elaborar un Plan de Desarrollo Turístico sostenible.

- Solicitar para Mojácar la distinción de “Municipio de Excelencia turística”.

- Potenciar el turismo: gastronómico, de congreso, familiar, temático y deportivo (congresos, concursos, trofeos, ferias, rally, catas, naturaleza, etc.).

- Procurar que se mantengan los hoteles abiertos todo el año, para conservar el empleo.

- Facilitar la formación y profesionalización de los trabajadores del sector hotelero-restauración.

- Dotar de equipamiento las playas urbanas

- Cuidar la limpieza y estética del pueblo y de la playa para obtener la Q de calidad (distinción nacional) y la Bandera Azul (distinción europea).

- Señalizar barrios emblemáticos, monumentos y puntos clave del pueblo para facilitar su visita turística.

- Realizar una señalización temática de la vida de Walt Disney en fachadas del pueblo.

- Instalar pantallas para proyección de películas durante el verano

- Estudiar, con los pueblos vecinos, un transporte interurbano comarcal.

- Adaptar el Castillo de Macenas a un Centro de Interpretación de Sierra Cabrera.

SALUD, CONSUMO Y BIENESTAR SOCIAL

- Prever la ampliación del Centro de Salud para solicitar más especialidades médicas y más material especializado.

- Crear la Oficina Municipal de Información al Consumidor “O.M.I.C.”

- Hacer, desde el Ayuntamiento, un fondo de ayuda para mantener los

servicios básicos de las familias necesitadas.

- Facilitar a los mayores el acceso al club de la 3ª Edad, por ascensor desde el interior del Centro de Usos múltiples o por “plataforma salva escalera”, desde el exterior.

- Colaborar con ONGs, como la Cruz Roja.

- Una vez conseguido el nuevo Centro Escolar de Primaria, aprovechar y adaptar el actual colegio a diferentes usos como centro de día para mayores, campamento urbano, escuela de verano, etc.

- Proveer de un intérprete los Centros de Salud, para residentes en el

SEGURIDAD

- Revisar periódicamente los planes de evacuación

- Crear una Comisaría de Policía Local

- Coordinar los diferentes organismos de seguridad voluntaria como Cruz Roja y Protección Civil.

- Ofrecer clases de inglés a los policías locales.

- Tener una policía cercana y accesible, a la escucha de la problemática de los residentes, españoles, británicos y de muchas otras nacionalidades.

MEDIO AMBIENTE Y AGRICULTURA - Repoblar la Sierra Cabrera con plantas autóctonas.

- Velar por la conservación del río y su entorno

- Retomar el proyecto de adecuación del Parque Periurbano de la Laguna del río Aguas con acondicionamiento de las riveras, repoblación de plantas autóctonas, parque de ocio.

- Trazar una vía verde de paseo con “carril bici” hasta Turre, en uno de los márgenes del río.

- Crear un parque arbolado con diferentes zonas y actividades.

- Sustituir bombillas por leds para la iluminación, en todo el Municipio

- Estudiar la ubicación de un “Punto Limpio” en Mojácar donde depositar electrodomésticos y otros utensilios, para su reciclaje.

- Disponer en este Punto Limpio de una planta de compost donde llevar las podas de parques y jardines.

- Aumentar el número de contenedores para reciclaje

- Limpiar las playas con más frecuencia

- Eliminación sistemática de las fosas sépticas en todo el municipio (orden CEU)

- Exigir un estudio de nocividad de las antenas de telefonía

- Controlar los vertidos y exigir reparación de fugas en los emisarios y colectores

- Dotar el municipio de una Central Eólica o Fotovoltaica para producción de electricidad y su aprovechamiento.

- Incentivar las instalaciones de energía renovable en todos los edificios públicos y privados.

- Fomentar la utilización de vehículos eléctricos para los servicios públicos en todo el Municipio.

- Incentivas los cultivos ecológicos y facilitar su venta directa.

- Colaborar con la Comunidad de Regantes para mejorar la infraestructura y el aprovechamiento del agua.

- Todas estas medidas se englobarían dentro de un Programa de Educación Ambiental (concienciación, sensibilización, participación y actuación), en el que fomentaremos las actitudes y aptitudes pro ambientales en los ciudadanos.

Los primeros siete Candidatos de la lista

1. Manuel Zamora Fernández, nacido en Mojácar hace 29 años, es Diplomado en Ciencias Empresariales por la Universidad de Almería y empleado de banca. Buen nivel de inglés y francés básico. Desde 2010 es Secretario General del PSOE de Mojácar, Desde 2012 es Secretario Provincial de Turismo del PSOE de Almería. Concejal y portavoz en el Ayuntamiento desde 2011 hasta la actualidad.

2. Rosa Bartolomé Sánchez, nacida en Plasencia hace 52 años, es mojaquera desde hace 23 años. Es autónoma y regenta un comercio en Mojácar Playa. Habla con buen nivel Francés e italiano. Desde 2012 es Secretaria de Educación y Cultura de la Ejecutiva local del PSOE.

3. André dos Santos, 44 años, de nacionalidades brasileña y británica, es Licenciado en Ciencias Empresariales y Español por la universidad londinense “The University of Westminster”. Mojaquero desde hace 11 años, es empresario y propietario de una agencia inmobiliaria. Está casado y tiene 3 hijos. Además es traductor oficial de portugués, inglés y español. Concurre a las elecciones municipales en nuestra candidatura como independiente.

4. María Flores Jódar, nacida en Mojácar hace 62 años, fue emigrante en Alemania desde 1972 hasta 1989, cuando volvió a Mojácar, es autónoma y gerente de dos locales de restauración en nuestro municipio. Habla alemán, francés e inglés. Desde 2010 hasta la actualidad es presidenta del PSOE de Mojácar.

5. Lisa Ann Williams, 28 años, de nacionalidad británica. Mojaquera desde hace 7 años, es profesional de hostelería y gerente de un bar en la playa. Además de su idioma también habla español.

6. Adrián Martín Duque, nació en Lanzarote hace 52 años. Mojaquero desde hace 9 años que decidió vivir y montar su empresa de jardinería en el municipio. Licenciado en Antropología, Etnología y Arqueología, habla inglés. Desde 2012 es Secretario de Organización de la Ejecutiva Local del PSOE.

7. Maria Isabel Morales Fernández, nacida en Mojácar hace 29 años, es licenciada en Historia por la Universidad de Granada. Opositora para maestra, habla un buen nivel de inglés. Desde 2012 es Secretaria de Juventud e Ideas de la Ejecutiva local del PSOE.

PARTY MANIFESTO LOCAL ELECTIONS

2015 PSOE MOJACAR

FOUR ESSENTIAL POINTS OF ACTION WHICH WILL BE PRIORITISED 1.- ANTI CORRUPTION, TOTAL TRANSPARENCY

- To be published monthly on the internet:

o Salary of the public figures

o Costs and revenue

- All business with offices in Mojácar will be able to participate in the bidding process for small projects contracted by the Town Hall

- Other purchase by tender between all business

- Contracts of employment to be awarded between different sectors of society based on the merits of the candidate and without nepotism

- Within 48 hours of taking office we will cancel the existing expensive arrangement and buy a truck for the town hall allowing its electricians to carry out their duties at the best possible cost.

- We will audit all the projects that were carried out by the previous administration

2.- FISCAL POLICY AND TAXES

- Currently, the town hall collects only 60% of the council rates due. This means there are 9 million euros of taxes unpaid. We will work to increase the IBI collection ratio to the maximum level possible. For example, if we increase the IBI collection ratio by 20%, we will be able to reduce the IBI payable by you by the same level and thus revert our administration efficiency for the direct benefit of the entire population.

- Set up a municipal tax collection office. Currently the service is outsourced to “Diputación” at an annual cost of 1/2 million.

- Bring the road tax in line with the neighbouring towns

- Alleviate some taxes burden:

o Allow the occupation of public space free of charge for those businesses that stay open for at least 11 months per year.

o Those registered as a resident in the municipal register can apply for a 50% discount on their licences for small projects when renovating their homes.

o Planning licences fees to be revised down

o Business opening licences fees to be charged at a flat and reduced rate of 350 euros with an extra 100 euros per visit if extra work is required by the town hall staff due to missing or incorrect documentation submitted. The aim is to return to a fee for a service as oppose to the current stealth tax imposed by the incumbent administration

o Those property purchasers that register as a resident in the municipal “padrón” will see their council rate waived for the 1st year of their ownership

o Reduction of the council rate by 20% for those businesses that provide tourism related services and open all year round.

o Reduce the exorbitantly high road tax and bring it in line with neighbouring towns and villages.

- Reduce the maximum time that the town hall has to pronounce itself about

requests for planning to15 days for small projects and 30 days for general planning.

3.- PROMENADE AND BYPASS

- Bring the promenade until the Commercial Centre as a minimum commitment

- Due to the inefficient PP administration we intend to push for a Bypass to alleviate the traffic on the main beach’s road.

4.- EMPLOYMENT AND BUNINESS

- The town hall to encourage a culture of entrepreneurship and provide free coaching during the first year.

- Support new business initiatives making sure there is no excessive bureaucracy and proper fiscal incentives.

- Work with business associations and trade unions

- Set up a CADE (Centre for Advice and Business Development)

WORKINGS OF THE TOWN HALL

- Transparency: all residents are entitled to know how their money is spent.

- Those dealing with the public must speak languages

- Chaperone: The user will have at their disposal a council officer that will deal with their enquiry / request from beginning to end and will guarantee a speedy resolution.

- Create a database to facilitate the communication between the town hall and the town’s residents.

- Open an office to provide advice to EU citizens and other foreigners.

EDUCATION

- Prioritise the construction of a new primary school

- Set up a municipal language school

- Provide support and expand the school of catering and hospitality and request the implementation of the high level culinary courses.

- Establish through a partnership with the company that administers the sports centre, access to the facilities by students from the municipal school.

- Ensure the municipal library is equipped with new technology and encourage the provision of workshops for reading, poetry, theatre, etc.

- Increase the provision of play groups in the municipal nursery so that they can also open during the afternoons.

- Enable the ground level of the existing primary school building so that it can offer curricular and extra-curricular activities such as film club, projection rooms, etc.

CULTURE AND FESTIVITIES

- Enable the Artisan Centre so that it can offer craft, cultural and social activities as well as theatre groups workshops.

- Place an open air sculpture in different parts of the municipality with a view to improve its touristic image.

- Create an archaeological itinerary and improve and open the existing sites so that they can be visited by residents and visitors.

- Promote street musical festivals and make use of our squares.

- Promote cultural festivals within the international sphere.

- Promote the festivities of the different nationalities from the people that live in Mojácar

- Declare the Friday that we celebrate Moors and Christians a local bank holiday

URBAN PLANNING AND HOUSING

- For a balanced and sustainable development, the PSOE of Mojácar proposes a General Planning (PGOU):

o That includes the completion of the Bypass with links to the main beach road.

o That includes a detailed planning of the beach front.

o That includes an itemisation of sites of touristic interest and its protection so that properties are property re-habilitated.

o That includes a centralization zone in the Los Gurullos area.

o That maximises the life in all rural areas by implementing services.

- Also from the town hall, the PSOE will work hard to:

o Facilitate the building of affordable properties for the young.

o Encourage the building of properties with a minimum of 100 mts2 so that there is a decent stock of housing where people can comfortably also live all year round.

o Promote the building of council homes.

o Facilitate the rehabilitation of properties.

o Create a central pool of affordable properties to let

INFRASTRUCTURE

- Finish of the urbanisation of the roads in the entire municipality

- Adapt the pavement in the Paseo del Mediterraneo for disable access, place benches and re-design the implementation of light posts in areas with narrow roads or narrow pavements.

- Create parking spaces in all urban zones.

- Improve the sewage treatment plant especially in the area around the Pueblo Indalo.

- Build a panoramic “mirador” in the location known as “Espiritu Santo”

- Install children’s playground areas in the Arrabal area and on the way to the “Castillo” as well as increment the maintenance programme of the existing playgrounds.

- Build a bus station

YOUTH

- The youth policy proposed by the PSOE in Mojácar has been developed with the aim to better prepare our youth intellectually as well as professionally.

- To help the young professional to find a career and ultimately a job

- To help the young to have access to a decent housing stock

- To organise workshops for the young that are out of work

- To create a “Youth Club”

- To promote events and youth meetings from sport tournaments to cultural gatherings, etc.

SPORT

- Re-open to the general public the tennis courts in Marina de la Torre

- Promote the municipal school of football, basket and dance.

- Increase the number of hiking routes

- Put the construction of a marina back on the agenda

- Get the sports and swimming centre to be publicly managed without having to increase the number of staff and guaranteeing that the residents use its services at an affordable price.

CITIZEN’S PARTICIPATION

- Create a neighbourhood council and give it a budget and spending decision

- Promote neighbourhood’s association

- Keep in touch and attend meetings of different local associations

TOURISM

- Elaborate a sustainable plan to develop tourism

- Request that Mojácar is included in the list of towns as a “Municipality of Touristic Excellence”

- Promote tourism in areas such as gastronomy, congress, conferences, family holidays, thematic and sports, etc.

- Persuade the hotels to stay open all year round so that jobs can be preserved

- Promote the formation and professionalisation of those working in the tourism industry.

- Ensure that the urban beaches are well equipped

- Ensure that both the Pueblo and the Playa are aesthetically pleasing so that it can achieve, respectively, the status Q (national distinction) and Blue Flag (European distinction).

- Put signs up so that the towns monuments and points of interests are easily recognised by tourists

- Put signs up about the life of Walt Disney in different parts of the pueblo

- Install a screen for film reproduction during the summer

- Study with neighbouring towns the creation of a public transport for the whole area.

- Adapt the Macenas Castle as the Sierra Cabrera Centre of Interpretation.

HEALTH, CONSUMER AFFAIRS AND LEISURE

- Plan for the extension of the medical centre so that it can offer more specialization

- Create a municipal consumer affairs office to provide advice to the consumers

- Allow the elderly access to the seniors club from the lift inside the Artisan Centre or by a platform from the exterior of the building.

- Allow from the Town Hall a relief fund to cater for the basic needs of those families in need of support.

- Collaborate with charities such as the Red Cross.

- Once the new primary school is opened, the existing and old primary school building is to be adapted so that it can be used for different things such as day centre for the elderly, urban camping, summer school, etc.

- Have a permanent interpreter in our health centre

SECURITY

- Periodically revise the evacuation plan

- Create a Municipal Police Station

- Co-ordinate with the different voluntary organisations such as Red Cross and Civil Protection.

- Offer English classes to the municipal police force

- Promote a police service that is friendly and accessible, able to equally deal with all Mojácar’s residents and tourists independent of their nationalities be they Spanish, British, etc.

ENVIRONMENT AND AGRICULTURE

- Re-plant indigenous plants in the Sierra Cabrera

- Look after the river and its surroundings

- Reinstate the project of the Leisure Park of “Rio de Aguas” by the lagoon with special attention to its banks and indigenous plants.

- Establish a cycle green area by the river bank all the way to Turre

- Create a tree park with different areas and activities

- Task force to change light bulbs for led bulbs across the town

- Study the implementation of a recycling and household waste facility and find a suitable site.

- The recycling and household waste facility to also manage green waste

- Increase the number of recycling containers

- Clean the beaches more often

- Systematic elimination of septic tanks in the municipality (EU directive)

- Force a study about the safety of the telephone masts

- Control de toxic waste and force the repair of any leaks

- Install a wind and solar energy plant in the municipality

- Promote the installation of renewable energy in all public and private buildings

- Promote the use of electric cars delivering public services in the entire municipality

- Promote organic farming and provide help with its direct marketing

- Collaborate with water co-operatives with a view to improve the infrastructure and better user of the water

- All the above points would be included in an Environmental Education Programme (raising awareness, participation and realisation) with the aim to improve the citizen’s environmental actions and aptitudes

1. Manuel Zamora Fernández, 29, from Mojácar. Graduated in Business Administration at “Universidad de Almería”. Bank officer, speaks English and has a basic level of French. Has been the PSOE General Secretary in Mojacar since 2010 and has also been the party’s spokesman since 2011.

Married with 3 children in their teens. Also a Chartered Linguist specialized in English Portuguese and Spanish. On the list as an independent.

4. María Flores Jódar, 62, from Mojacar. Emigrated to Germany with her family in 1972 and lived there for 17 years. In 1989 returned to Mojacar and runs 2 restaurants in the area. Speaks German, French and English. Has been the PSOE President in Mojacar since 2010.

5. Lisa Ann Williams, 28, British, qualified in Hospitality. Currently works in the hospitality trade as a bar manageress. Speaks fluent Spanish.
