that is, in his professional performance, the civil engineer must apply knowledge scientific and technological acquired in addition to the ingenuity and creativity, for the design and construction of the necessary infrastructure for the benefit of society, using rationally natural resources for environmental conservation.

However, the reality tells US that has not been observed fully, which we can prove to see how that our environment has gone deteriorating gradually from the time of the industrial revolution up today .

this deterioration ecological is mainly caused by the lack of care and use excessive of natural resources; also, for lack of public policy of the world's governments that had to take more seriously the negative effects environmental generated by growth, industrial development and economic mainly for countries called "first world "
