Sir,
1. This is to inform you with due respect that I am a regular customer of Pre-Paid (Mobile) No.
9416427720. On 22.05. 2010 at 07:03 PM I received one SMS from unknown No. 540004030 containin
Thanks for Using Our Astrology service. Your service has been renewed for next 30 da
Rs 30 charged. Rs. 30 has already been deducted at the same time immediately from my account.
2. Sir, I hereby confirmed for your kind knowledge that neither I have requested for any Astrology
services nor for any other services to such type of service provider/No. I have registered a complaint als
with customer care and complaint No. is E 221436573 confirmed from No, 52765, SMS received on
24.05.2010 at 01:29 PM. Further I visited in your office and lodge the complaint with Mr. Amit Verm
in this regard.
3. Inspite of these efforts made by me, nothing has been done to refund my R. 30/-. Earlier also ther
were so many unwanted SMS to create tension in my mind which is not fare deal with customer.
4. Sir, now, you are, therefore, requested to look into the matter to refund my above mentioned Rs
30/- and further stopped to send any such type of SMS without my request. If at this stage also my
complaint does not redress properly, than I will be bound and compelled by the circumstances to approato Honble Consumer Court for due compensation with cost of litigation proceedings. .

3. In between during this period, my son seek an interview with Addl. Director
Sh. Vinay Singh (HCS) on 14.5.2010 in this regard and hand over one additional copy
of my same application personally to Addl. Director Sh. Vinay Singh (HCS) who
assured to look into the matter and decide the case within 15 days.
4. But, sir, inspite of assurance given by Addl. Director Sh. Vinay Singh (HCS)
also, it is more than 0ne and half month past so far neither I have been granted due
benefits nor any other communication received in this regard.
5. Sir, it is our bad luck and ashamed on our part that being a highly educated
department, we are unable to execute our own order in the legal interest/benefits of
our own employee. In the prevailing circumstances, either an ex-serviceman like me(who has rendered a glorious/appreciable/meritorious service in Defence by
honestly & fully dedicated to the Nation) has been deprived off my legal due
entitlement/benefits authorized by Haryana Govt (F.D.) further circulated by your
office OR I have to struggle by way of other means to get this due benefits.
6. Sir, in view of the above, your are requested to look into the matter and
decide the same accordingly on priority in the best interest of execution of your own
order as well as for the due welfare of applicant.

Forum Sonepat. But H.U.D.A. filed an appeal in State Consumer Commission against this
Order in Honble State Consumer Commission. But their appeal filed by HUDA dismissed
by Honble State Consumer Commission and delivered the their judgment in my favour on

2. Sir, Now, I am in critical requirement of subject plotdue to my personal/domestic
problem as my all children have grown-up and likely to settle their marriage. But due to non-
available of my own house it is very difficult to settle their marriage. Sir, in the absence of
same size plot available in the same Sector, I am ready to pay the excess money at the same
rate of excess area of big plot. Sir, if it is also not possible than I am ready to take the same
size of plot in some other Sector (i.e. Sector 12/13/14/15 ) of Sonepat HUDA Estate at the same
rate.

1. In reference to your Office Memo No. Z0003/E0006/UE012/US171/0000001754 dated 11/10/2010
received on 15/11/2010 under dispatch No. 23008 dated 4/11/2010 on the above subject.
2. Sir, already I have made a total payment of Rs. 198425/- (Rupees One Lac Ninety Eight Thousands
Four Hundreds Twenty Five only) which is about 40% of total tentative cost of subject plot decided by youroffice at the time of allotment. Further neither I have received any information regarding any
enhancement of rate nor any other hidden charges in respect of this said plot.
3. Full details of total payments are mentioned below :

along-with application No. 13163 as earnest money.
(ii) Rs. 75000/- : Receipt No. 73671 dated 10/8/2009 vide DD No. 800703 dated 08/08/2010

4. Sir, in view of the above fact, you are requested to update your records if there is no enhancement in
rate in respect of this subject plot/sector.
5. Sir if there is any enhancement in rate then also you are requested to inform me tentative new rate
and total tentative cost of plot No. 659 in Sector -5 Urban Estate Hisar to make the necessary due payment.
6. Sir, after received the further clarification from you in this regard, immediately I will make the total
normal due payment within a month without any penalty because direct penalty can not be imposed without
any clarification and information on enhancement of rate.

SOME IMPORTANT POINTS TO PROVE THE VERACITY OF LETTER
DATED 14/3/99 WRITTEN BY Dr. PS GOYAL, CENTRE DIRECTOR,
MUMBAI CENTRE TO SH. MC GUPTA, ADMINISTRATIVE OFFICER
OF IUC-DAEF INDORE
1. Sir, Adverse Remarks have been given in My A.C.R. for the period from 02.9.98 toAug 99 without any substantial reason/grounds. All the grounds/reasons/points mentioned
in my ACR are totally false and fabricated which are created only for the purpose to
terminate my services under probation.
More-ever neither I was informed about any incident/complaint, against me,
mentioned in my ACR nor any memo/communication/show cause notice/warning regarding
any type of Adverse Remarks /complaints / incidents issued to me at any time.
Sir, it is pertinent to mention here that As per clause 4.2.1 (b) of Bye-Laws of IUC-
DAEF IN ALL CASES EMPLOYEE SHOULD BE INFORMED OF ALL ADVERSE
REMARKS AND GRADE BELOW 5 BY FINAL GRADING OFFICER. But in my case I
was not informed by any one about any Adverse Remarks and Grade below 5 in my ACR.
POINT- TO- POINT WISE CLARIFICATION MENTIONED IN MY ACR :-
(a) Regarding delay in getting items : Main responsibility to open the Letter of Credit
Account and make all the necessary payment for any purchase either from abroad or within
India was of Account Branch. But inspite of this I helped in opening the letter of credit
account and finally letter No. IUC/MUM/402/2/Pur-SE/99/751 dated 18.6.99 for opening theletter of credit account was signed by Dr. PS Goyal, Centre Director after carefully checked
all the concerned paper thoroughly. Inspite of this, if there is any delay in getting items than I
am only not fully responsible for any delay.
(b) There is no such occasion, that on any one particular day I did not come to office on
that day and later on I put my signature against that day and on enquiry I submitted a leave
application and apologized for this slip on my part.
When under RTI Act-2005 I asked the attested photo copy of attendance registers
page of that particular day (mentioned in my ACR) alongwith attested photo copy of
approved leave application of that particular day and attested photo copy of my apology,than IUC-DAEF failed to provide all these information.
When I appealed to the CIC of India, than on the order of CIC of India, instead of
giving the required/asked information, IUC-DAEF provided one attested photo copy of
approved leave application of two days casual leave on medical grounds and attested photo
copy of attendance registers page. But same leave application and attendance registers
page were tampered by IUC-DAEF at their own without my knowledge. Hence I do not know

when and why IUC-DAEF tampered these documents. Because on 18 and 19/2/99 I was on
casual leave and on 20 & 21 office was closed due to Saturday and Sunday. On 18/2/99morning time I convey the message regarding my sickness to the Centre Director and
requested for 02 days casual leave for 18 & 19/2/99 on medical ground which was agreed by
the Centre Director. As soon as I reported on 22/2/99 for duty, immediately I submitted my
same leave application which was later on tampered by respondent..
Regarding Medical Claim : Sir, here I would like to first refer about my medical
claim. As soon as I jointed the IUC-DAEF, Mumbai Centre, within a month I got severe
typhoid which further followed with pulmonary T.B. and due to this sickness I was on one
month extra ordinary leave without pay on medical grounds. That time my family was
staying in Baroda AF Campus. Hence I started to take the treatment to cure this typhoid and
pulmonary T.B. from Dr. Madhu Bhaskar Iyer, M.D. (Gen. Med) of Baroda.
In this regard already I have submitted my clarification and my same Dr. also clarified the
same thing vide her letter sent by Regd. Post about date of 12/5/99 instead of 13/5/99 on my
medical prescription.
After fully satisfied from all the sources, Centre Director approved my medical claim.
More-ever it can be logically understand that by putting the date of 12/5/99 instead of
13/5/99 on medical prescription, employee can not be benefited any extra things in that
situation where I proceeded on leave from 12/5/99 after duty specially to consult my Dr.
regarding ongoing my treatment of pulmonary T.B.
(d) Regarding complaint against me by another employees i.e. Smt. Radha D Banhatti and
Sh. V Siruguri : I was not aware of their any complaint. Because there were no such
circumstances under which any complaint can be lodged with Centre Director otherwise as a
principle manner I would had also been informed about my clarification in my defence
against these complaints. Hence all these complaints are self created by concerned authority
with the help of these two employees which are totally false and baseless.
More-ever as per contents of their complaints, I have not done any serious crime/fraud/
indiscipline activities which amounts to terminate my services, because these are essential
requirement for any employee to come to office in time regularly or apply the leave for theabsence from office AND regarding complaint of Sh. V Siruguri, one of his friend employee
of other office entered in Sh. V Siruguris office in his absence seated himself on the main
official chair meant for Sh. V Siruguri is neither a good manner nor a permissible activities
in any public/Govt office. Now conclusion and motto can be drawn from the contents of these
complaints.

2. Regarding appointment of Sh. SS Narayanan in the pay scale of Rs. 2200 4000 in lieuof pay scale of Rs. 2000 3200 mentioned in letter written by Dr. PS Goyal dated 14/3/99:
Sir true facts/conclusion can be drawn from the attested photo copy of Minutes of
Selection Committee Meeting held on 03/10/97 and attested photo copy of Sh. SS
Narayanans letter dated 21/1/2000 received under RTI Act-2005.
3. One more serious fraud has also been happened in IUC-DAEF, being an
Administrative Officer which I pointed out but could not tolerated by concerned official and
resulted help the Centre Director to terminate my services.
One of the employee named Sh. AK Shrivastava attended the office on 12/11/96(Friday) and 02/12/96 (Monday) on 30/11/96 (Saturday) and on 01/12/96 office was closed .
These information provided by IUC-DAEF vide their letter No. Admin/RTI/2009/308 dated
11.6.09 under RTI Act-2005.
Whereas same employee named Sh. AK Shrivastava was under judicial custody
from 29/11/96 to 02/12/96 as per attested photo copy of letter No. 1226/Warrant/09 Indore
dated 1/4/09 provided by Jail Superintendent of Central Jail Indore, under RTI Act-2005.
Sir, Now conclusion and true facts can be drawn from the above information. Because same
person/employee can not be present at two difference place at the same time.

HON BLE STATE CONSUMER DISPUTES REDRESSAL COMMISSION HARYANAPANCHKULA for your kind consideration and early action, please.
(i) Sir, disputes regarding change of plot No. 2291 in Sector-23(SNP) allotted to me has
been decided by Honble Distt. Consumer Disputes Redressal Forum Sonepat on 02.6.2006
and further also decided by Honble State Consumer Disputes Redressal Commission
Haryana on 31.3.2010 in my favour. But, sir inspite of this much time passed, H.U.D.As
Official/authority totally ignore to execute this order passed by both Consumer Forum at
Distt. & State lavel.
(ii) Sir, In this regard, I have submitted one my request also dated 23/9/2010 to all
concerned H.U.D.A.s official/authority through Sh. Jaivir Balmiki, Honble ParliamentarySecretary to Social Justice and Empowerment Haryana duly strongly recommended by him
(Photo copy of this request with the Order of the State Consumer Commission attached to this
appeal for your kind ready reference). But, sir H.U.D.A.s official/authority turned their deaf
ear towards the recommendation of Sh. Jaivir Balmiki, Honble Parliamentary Secretary to
Social Justice and Empowerment Haryana and all in vain.
(iii) Being a poor fellow, I am unable to initiate further proceedings of Contempt to
Court/State Consumer Disputes Commissions Order. More-ever this is not a healthy practice
in No. 1 State like Haryana. Because all administration is well perfect and public welfare type
under your kind honour and capable leadership.
2. In view of this above, your kind honour is prayed to look into the matter and orderedto all concerned H.U.D.As official/authority to execute the Order dated 31/3/2010 of State
Consumer Disputes Redressal Commission Haryana at the earliest.

1. This is to inform you with due regards that during first phase of Census duty in the
month of May-Jun 2010, when there was actuate shortage of supervisor then I performed the
duty of supervisor with 09 enumerator i.e. block No. 182 to 190 of Murthal village and one
block of Vill. Malikpur at that critical juncture. Being a long distance between Baroli
Murthal and Malikpur I performed the duty of supervisor sincerely which is appreciablebecause no Govt Employee from Murthal Village ready to perform this duty in these huge
blocks.
2. But, sir, now during the present second phase of Census duty, my name was deleted
from the duty roster knowingly by some one of your staff to defame my image otherwise
which are those circumstances under which so many new supervisors have been detailed for
this duty who did not perform this duty during first phase.
3. In view of the above, you are requested to look into the matter and detailed me for the
duty of supervisor in second phase also on the basis of my previous performance in census
duty. Because now it has became a question of prestige for me otherwise I will be compelled
by the circumstances to ask all these duty related information under RTI Act-2005 for which
your office will be held for any wrong practice in this regard.
