C30/18 1.- PROCEDIMIENTO PARA EL MOVIMIENTO, ESTACIONAMIENTO, PARQUEO DE LAS AERONAVES EN LAS PLATAFORMAS DEL AEROPUERTO INTERNACIONAL ALFONSO BONILLA ARAGON. Como medida de Seguridad Operacional y con el fin de prevenir incidentes y/o accidentes y descongestionar las plataformas de pasajeros, carga y calles de rodaje se recuerda a todos los usuarios dar aplicación a las siguientes normas. 1.1 El piloto al mando de la aeronave y el personal de
apoyo en tierra, deberán tomar las máximas
medidas de seguridad para evitar situaciones
peligrosas y/o daños a terceros durante la puesta
en marcha de los motores. En esta operación, se
deberá considerar especialmente la cercanía de
estructuras aeroportuarias, aeronaves en las
proximidades de embarque o desembarque de
pasajeros y/o carga, circulación de vehículos y
equipos de apoyo terrestre y transito eventual de
peatones.
1.2 Para el tránsito de aeronaves a través de las
calles de rodaje, calles de acceso a los hangares
o puestos de estacionamiento y estacionamientos
en plataforma, los explotadores de aeronaves
deben tener en cuenta que la resistencia de la
superficie (PCN) sea mayor al ACN de la
aeronave, con el fin de no deteriorar las
infraestructuras aeroportuarias. De no cumplirse
con lo anterior, el concesionario AEROCALI
tendrá la potestad de negar el acceso de la(s)
aeronave(s) involucrada(s) a dichas zonas.
1.3 Los Jefes de Operaciones de vuelo,
mantenimiento y de despacho de aeronaves de
las empresas, deberán instruir a sus tripulaciones
y personal de tierra, para el cumplimiento de
todas las Normas de Seguridad Operacional.

1.- MOVEMENT AND PARKING PROCEDURE IN THE APRON AT INTERNATIONAL AIRPORT ALFONSO BONILLA ARAGON
With the purpose of prevent incidents and accidents as a Security operational measure and relief passenger and cargo apron and taxiway, all users are reminded to apply the following rules.
1.1 The pilot in command and ground support staff, should take safety measures maximum to avoid dangerous situation and/or damages to third party during engines start. In this operation, must be consider especially airport structures proximity, aircraft in the closeness with the embarkation or disembarking passenger and/or cargo, circulation of vehicles and group of ground support and occasional pedestrian move,
1.2 For the transit of aircraft through the taxiways, entry streets to hangars or aircraft stands and apron stand, the aircraft operator must take into account that surface resistance (PCN) be greater than the ACN of the aircraft, in order to not deteriorate airport infrastructure. If the above is not complied with, AEROCALI concessionaire will have the power to deny the access of the aircraft(s) involved in said zone.
1.3 The Leaders of flight Operation, Maintenance and Dispatch of the Aeronautical companies, should instruct for their crews and ground staff, for compliance of all Operational Safety Norm.

1.4 Está prohibido embarcar y desembarcar
pasajeros y/o equipaje y/o carga a las aeronaves
después de ser remolcadas del sitio de
embarque.
1.5 Se establece tabla de utilización de inicio de
motores de los puestos de estacionamiento de
aeronaves y helicópteros de acuerdo a su tipo.
(Tabla 1)
1.6 Todas las aeronaves que utilicen los puestos de
estacionamiento en plataforma Regional,
Nacional e Internacional de pasajeros,
descongestión y/o carga deberán salir
remolcadas hasta el SPOT o calle de rodaje que
indique el Control de Superficie.
1.7 Las aeronaves ubicadas en las posiciones A1 y
A-2 pueden iniciar motores en esa posición y salir por sus propios medios, pero siempre deberán utilizar una persona guía durante el viraje por la izquierda. Si las posiciones A-1/A-2 están ocupadas no se podrán iniciar motores en el spot 1 y 2 o viceversa
En caso de que se tenga ocupado el spot 1 con una aeronave se restringe el paso de una aeronave a las posiciones A-3, A-4 y B-5 hasta que la aeronave deje el spot 1.
1.8 Se autoriza el uso del APU permanente en los
puestos de estacionamiento de pasajeros A-1, A-
2, B-6, B-7, B-8, C-13, C-14, D-15, D-16, D-17, D-
18, D-19 y D-20.
1.9 En caso de fallas del APU, las aeronaves que
requieran arrancador neumático deberán salir
remolcadas e iniciar sus turbinas en el SPOT
autorizado por el control de Superficie.
1.10 Está prohibido el encendido de motores y la
prueba de motores en plataforma y hangares de aviación general sin que medie una autorización y/o supervisión de Inspector de Plataforma en cumplimiento del Plan de Operaciones.
1.11 Como medida de Seguridad Operacional y lo
relacionado con la Circular Reglamentaria – Manual guía del plan operativo o Plan de operaciones aeroportuarias y la Circular reglamentaria – Remolque en tierra de aeronaves, durante el estacionamiento y/o salida de las aeronaves en los diferentes puestos de estacionamiento de pasajeros o carga siempre deberán ser asistidos por señaleros y personal guía de punta de plano para mitigar el riesgo operativo para la aeronave a la entrada o salida de la posición asignada.

1.7 Aircraft located in positions A-1 and A-2 can initiate engines in that position and leaving by their own, but should always use one guide person during the left turn. If are occupied the aircraft stands A-1/A-2 is will not possible, initiate engines on the spot 1 and 2 or viceversa. In the event that is occupied spot 1 with an aircraft the passage of an aircraft to position A-3 AND B-5 is restricted until aircraft leaves the spot 1.
1.8 The use of APU is authorized in aircraft stand
A-1, A-2, B-6, B-7, B-8, C-13, C-14, D-15, D-
16, D-17, D-18, D-19 and D-20.
1.9 In case of failures of the APU, the aircrafts that require power pneumatic should leaving towed and initiate turbines on the SPOT authorized by Control of Surface

1.12 En los puestos de estacionamiento de aeronaves las compañías aéreas y/o handling contratados por estas, deberán establecer cerramiento con conos o balizas según corresponda, cuando parte de la aeronave estacionada quede fuera del diamante de seguridad, cuando se abarque dos diamantes o por demarcación deficiente o inexistente y/o se ocupe parte de una calle de servicio (vía de vehículos).
1.13 Cuando las aeronaves se encuentren estacionada en los diferentes puestos de estacionamiento en las plataformas de pasajeros, descongestión, carga o de aviación general, se debe establecer un cerramiento con conos indicando las puntas de los planos, nariz y cono de cola de las aeronaves y la instalación de los respectivos tacos en su tren principal y de nariz.
1.14 El ingreso de una aeronave a un puesto de
estacionamiento deberá ser remolcado de existir señalización deficiente, iluminación deficiente, o cuando exista encharcamiento del puesto de estacionamiento de aeronave o cuando el tipo de aeronave que ingresa no cuenta con su propia marca de estacionamiento o el puente de abordaje este fuera de servicio.
1.15 Los puestos de estacionamiento de aeronave
demarcados para aeronaves específicas, podrán ser utilizadas por cualquier tipo de aeronave diferente no demarcada, si el tipo de aeronave cumple con las especificaciones del diamante de seguridad y el tamaño y envergadura se igual o inferior al que usualmente se opere. Para todos los casos debe existir aprobación del explotador de aeronave y del aeródromo. Las aeronaves deberán ingresas y salir asistidos por señalero y remolcado acorde a los procedimientos de asistencia en tierra de la compañía operadora.
1.16 Las infracciones y contravenciones a esta
reglamentación, serán determinadas y aplicadas de acuerdo a lo establecido en los Reglamentos Aeronáutico de Colombia, Régimen Sancionatorio, y/o Plan de Operaciones aprobado por la UAEAC para el Aeropuerto Internacional Alfonso Bonilla Aragón.
1.17 La calle de rodaje KILO en plataforma
Internacional tiene un MAX SPAN 52 mts para su ingreso a la posición D-20. (aeronaves de categoría E máximo B-767-300ER o inferior).
1.18 Las aeronaves que ingresen a la posición D-20 debe hacerlo remolcado. Según lo establecido en el numeral 1.11 de este documento.

1.14 The entry of an aircraft into a parking position should be towed if there is poor signaling, poor lighting, or when the parking position is ponding or when the type of aircraft entering does not have its own parking mark or the boarding bridge is out of service.
1.15 The aircraft parking positions demarcated for specific aircraft can be used by any type of aircraft other than demarcated, if the aircraft type complies with the specifications of the safety diamond and the size and wingspan is equal or less than the usually operate. For any case must be approval by the aircraft operator and the aerodrome. The aircraft must enter and leave assisted by signal and towed according to the procedures of ground assistance of the operating company.
1.16 The infractions and contraventions to this regulation will be determined and applied in accordance with the provisions of the Colombian Aeronautical Regulations, Sanctioning Regime, and / or Operations Plan approved by the UAEAC for the Alfonso Bonilla Aragon International Airport.
1.17 The kilo taxiway on the international apron has a MAX WINGSPAN 52 mts to entry into D-20 position (aircraft of category E maximum B767-300ER or lower)
1.18 Aircraft entering the D-20 position must do so towed. As established in paragraph 1.11 of this document.

1.19 Por razones ambientales las aeronaves con motores turbohélice no está autorizadas para llegar a las posiciones B-10 y B-11 con más de un motor encendido. Las aeronaves con motores turbohélice que estacionen en estas posiciones mencionadas deberán apagar uno de sus motores sobre la calle de rodaje antes de ingresar a plataforma.
1.20 Las aeronaves deben ser remolcadas cuando el
tránsito de una aeronave a través de una calle de rodaje, de una calle de acceso a puesto de estacionamiento, o durante el ingreso o salida de un puesto de estacionamiento no se cumpla con las distancias indicadas en el RAC 14 Tabla 3-1 “Distancias mínimas de separación de las calles de rodaje”
1.19 For environmental reasons, aircraft with turboprop engines are not authorized to arrive parking position B-10 and B-11 with more than one engine running. Aircraft with turboprop engines that park in these parking positions must turn off one of their engines on the taxiway before entering the apron.
1.20 Aircraft must be towed when the transit of an
aircraft through a taxiway, an access taxiway to a parking position, or during the entry or exit of a parking position are not according with distances indicated in RAC 14 table 3-1 Minimum separation of the taxiways

2.- PROCEDIMIENTOS ESTÁNDAR DE REMOLQUE Y RODAJE DE UNA AERONAVE SALIENDO DEL PUESTO DE ESTACIONAMIENTO.
2.1 El personal de apoyo en tierra y en especial el
que efectué el remolque a las aeronaves, serán los responsables de garantizar que las aeronaves queden ubicadas de forma adecuada en el SPOT asignado por el control superficie para dar inicio a los motores e iniciar el rodaje autónomo en la dirección correcta según lo establecido en la TABLA 2.
3.- REABASTECIMIENTO DE COMBUSTIBLE.
En el Aeropuerto Internacional Alfonso Bonilla Aragon están prohibidos los reabastecimientos de combustible a menos que se cumpla con lo descrito en el Reglamento Aeronáutico de Colombia RAC-4 numeral 4.19.20, RAC-14 y Plan de Operaciones.
3.1 En caso de incumplimiento a cualquiera de los
anteriores numerales, el aprovisionamiento de
combustible con pasajeros a bordo, abordando o
desabordando deberá estar protegido por un
vehículo del SEI.
3.2 No se suministrará combustible durante
tormentas eléctricas sobre la estación o si se
presentan en un radio de 6 NM (10 kms) de la
estación.
3.3 No se autoriza el reabastecimiento de
combustible con pasajeros a bordo, abordando o
desabordando cuando se utilicen escaleras
laterales.
3.4 No se autoriza el reabastecimiento de
combustible con pasajeros a bordo, abordando o
desabordando cuan se opere con aviones tipo
ATR.
4.- USO DE REVERSIBLES 4.1 Está totalmente prohibido el uso de reversibles
con potencia en las calles de rodaje o en las
plataformas del Aeropuerto Internacional Alfonso
Bonilla Aragón, con el fin de abandonar los
puestos de estacionamiento.
5.- PRUEBA DE MOTORES 5.1 Se entiende prueba de motores, toda operación
efectuada a una aeronave estacionada, durante
la cual sus motores operan por un periodo mayor
a los cinco (5) minutos o a Potencia/empuje
superior a aquella utilizada para las fases de
encendido o rodaje, incluido allí el procedimiento
de calibración de brújula siempre que, este se
realice con los motores encendidos por un lapso
superior a los cinco (5) minutos.
2. STANDARD TOWING AND TAXIING PROCEDURES FOR AIRCRAFT LEAVING THE PARKING POSITION.
2.1 The support personnel on the ground and
especially the one who carried out the towing to the aircraft, will be responsible for ensuring that the aircraft are properly located in the SPOT assigned by the surface control in order to star engines and autonomous taxiing in the correct direction as established in TABLE 2.
3. REFUELING At the Alfonso Bonilla Aragon International Airport, refueling is prohibited unless the provisions of the Colombian Aeronautical Regulation RAC-4, number 4.19.20, RAC-14 and Operations Plan are complied with.
3.1 In case of non-compliance with any above numerals, the supply of fuel with Passenger son board, boarding or boar out must be protected by a fire fighting vehicle SEI. 3.2 Fuel will not be supplied during thunderstorms over the station or if they occur in a 6 NM (10 km) radius around the station.
3.3 Fuel refueling with passengers on board, boarding or boar out when side ladders are used is not authorized, 3.4 Fuel refueling with passengers on board, boarding or boar out is not authorized, in operation with ATR aircraft type. 4.- USE OF REVERSIBLE 4.1 It is totally forbidden to use reversibles with power on the taxiways or on the apron of the Alfonso Bonilla Aragon International Airport, in order to leave the parking positions. 5.- ENGINE TEST 5.1 Engine test is understood as any operation performed on a parked aircraft, during its engines operate for a period greater than five (5) minutes or higher thrust power than the used for ignition or taxiing including the procedure of compass calibration whenever this is done with the engines running for more than five (5) minutes.

5.2 En el Aeropuerto internacional Alfonso Bonilla
Aragon la prueba de motores con potencia solo está
autorizado en el punto de espera de la cabecera 20 o
punto de prueba de la plataforma de aviación general
Internacional G-5 para aeronaves hasta categoría B
con presencia del Inspector de Plataforma. En todos
los casos de deben mantenerse las normas de
Seguridad Operacional.
5.3 La prueba de motores para aeronaves de ala
rotaria podrán, realizarse sin ninguna restricción en
los spots de helicópteros, siempre que se cuente y se
tomen todas las medidas de Seguridad Operacional.

La aeronave ubicada en la posición A-1 (aeronaves hasta categoría B) puede iniciar motores en esa posición y salir por sus propios medios. Siempre deberán utilizar un guía durante el viraje por la izquierda. La aeronave ubicada en la posición A-2 (hasta ATR o categoría inferior) puede iniciar motores en esa posición y salir por sus propios medios. Siempre deberán utilizar un guía durante el viraje por la izquierda. Retroceso remolcado siguiendo la línea de taxeo hasta que el tren aterrizaje de nariz de la aeronave alcance el SPOT 1 y/o 2 (con la nariz mirando hacia el oriente).
