• Acción por el clima, medio ambiente, eficiencia de recursos y desarrollo sostenible es uno de los temas transversales para todo el programa Horizonte 2020.

• Al menos el 60% del presupuesto de Horizonte 2020 deberá estar relacionado con el desarrollo sostenible.

• Temas relacionados con la “acción por el clima” deberá superar el 35% del presupuesto de Horizonte 2020.

EIP: aunque no son financiadores, intentan coordinar toda la cadena de valor desde la investigación hasta las compras pre-comerciales y la normativa con el objetivo de clarificar el panorama y que el conocimiento llegue a mercado. Formada por CE (comisarios) algunos ministros y representantes de grupos industriales, centros, usuarios, plataformas tecnológicas, PPP, JPI, etc.

JPI: iniciativas de programación conjunta para integrar parcialmente planes nacionales; son de geometría variable de países. Los socios son las instituciones que gestionan los programas. La CE financia la gestión con CSA y podría financiar con ERA Net o Art. 185 los proyectos para terceros (1:3).

PPP*: asociaciones público privadas lideradas por la industria con la colaboración de grupos de investigación y usuarios con una Visión y Agenda de I+D (SRIA) común. La CE hace propia su SRIA planificando a medio y largo plazo su inclusión en las convocatorias normales del PM y con gestión de la CE.

JTI*: Iniciativas tecnológicas conjuntas de liderazgo industrial. A diferencia de las PPP, las JTI gestionan el presupuesto público y en ocasiones con adjudicaciones nominativas (75% en Clean Sky) o con aportaciones de los países (Artemis y Eniac).

Research Alliances: alianzas de centros públicos de investigación (aprox. uno por país) que ponen parte de sus agendas de investigación en común. Aspiran a ser ellos los coordinen la investigación básica del Programa Marco H2020. Ejemplo: las Alianzas de Energía o Clima.

*En el H2020 se denominarán: PPP contractuales y las JTI como PPP Institucionales

Pero…qué es una JPI?

• Iniciativas de programación conjunta para integrar parcialmente planes nacionales.

• Los socios son las instituciones que gestionan dichos programas.

• De geometría variable de países.

• Lanzamiento de convocatorias conjuntas (fondos nacionales y financiación descentralizada).

• La CE podría cofinanciar con una ERANet (o Art. 187) los proyectos de esas convocatorias conjuntas.

JPI Agua: “Water challenges for a changing world”

• Objetivo de esta Iniciativa de Programación Conjunta (JPI) es conseguir sistemas de aprovechamiento de agua sostenibles para una economía sostenible en Europa (y fuera) por medio de una aproximación multidisciplinar: económica, ecológica, social y tecnológica.

• Cómo? Mobilizando programas de I+D+I existentes para armonizar sus agendas de investigación e infraestructuras, definiendo necesidades de investigacion (e innovación) comunes y llevando a cabo actividades sinérgicas conjuntas para incrementar la eficiencia evitando duplicaciones.

• Socios: 18 países + UE.

• ESPAÑA: MINECO lidera el “Governing Board”.

• Convocatoria “Piloto” para Proyectos de Investigación e Innovación 4ºTrm. 2013

Objetivos: • acelerar el desarrollo de la innovación en el sector del agua • contribuir al crecimiento y empleo sostenibles • estimular la incorporación, en el mercado y en la sociedad, de las

innovaciones en los temas del agua

“Action Groups”: • constituyen uno de los pilares de la implementación de la EIP Agua • ponen juntos a socios diversos de distintas disciplinas, combinando

demanda y oferta en temas de innovación y considerando toda la cadena de valor de la innovacion

“The EIP on Raw Materials will bring together EU Member States and other stakeholders (companies, NGOs, researchers, etc.) to promote innovation along the entire value chain of raw materials:

• Exploration: to promote coordination and integration among the EU's Geological Surveys.

• Extraction: to extract more deeply, in remoter areas and under harsher conditions, and to ensure Europe retains the skills needed to do so.

• Processing: to develop new technologies for efficient water management, energy consumption and recycling.

• Recycling: to introduce new cost-effective and environmentally-sound recycling techniques and best practices regarding the collection and treatment of waste.

• Substitution: to find alternative materials for certain applications, or to replace those applications with an alternative technology not dependent on key raw materials.”

Objetivo General

“to contribute to the 2020 objectives of the EU’s Industrial Policy -

increasing the share of industry to 20% of GDP - and the objectives of the flagship initiatives ‘Innovation Union’ and ‘Resource Efficient Europe’, by ensuring the sustainable supply of raw materials to the European economy whilst increasing benefits for society as a whole.”

Cómo? • Reducing import dependency and promoting production and exports by

improving supply conditions from EU, diversifying raw materials sourcing and improving resource efficiency (including recycling) and finding alternative raw materials.

• Putting Europe at the forefront in raw materials sectors and mitigating the related negative environmental, social and health impacts.
