    Target Group- Urban Population below poverty line. States have flexibility in

    identifying beneficiaries based on prevailing local conditions.

    - Percentage of Women beneficiaries shall not be less than 30%

    - SCs and STs must be benefited at least to the extent of proportion

    of their strength in the city/town BPL population

    - Percentage of differently-abled persons should be 3%

    The funds are released to the States/UTs for the scheme as a whole. The statesare given flexibility to make inter-component allocation depending on their

    specific requirements.

    States to provide top-most priority to the STEP-UP component under SJSRY.

    The average cost allowed for skill training under SJSRY is Rs.10,000/- per

    trainee.

    Timely distribution of targets and release of funds to the implementing

    agencies at District/City/ULB level.

    Centralized process to be preferably adopted for Selection of skilltraining providers (STPs).

    Big industrial organizations and associations/federations of industries

    should be encouraged to organize training in skills required by them

    Due publicity of scheme through media, self help groups, and other

    such means so that beneficiaries themselves approach the ULBs.

    Creation of UPA Cell (specialists at State level/Municipalities) and staffto be positioned in the field on priority.

    Post training employment monitoring should be in place.

    Redistribute the funds released under the Scheme with priority to skilltraining component.
