Gracias, muchas gracias es la fórmula preferida de los presentadores al momento de despedir unespectáculo. Escogemos una vez más la misma fórmula para despedir el año, puesto que,

mis queridos amigos, esta es la última edición del año 2011.Una vez más damos gracias a nuestros anunciantes cuyo apoyo hace posible que veamos la luzy pisemos las calles, visitando su hogar cada semana. Gracias también a cada uno de nuestros

entregados colaboradores por su desprendido, y muchas veces mal pagado, trabajo. Y sobre todoa nuestros amables lectores que nos animan a continuar esta tarea de mantener viva la historia y el

palpitar de la pujante comunidad hispana de Delaware. Así que gracias, muchas gracias.

Por ejemplo recuerdo a una amable abuela que en una reunión en días pasados me dijo con unagran sonrisa, “es un gusto de conocerlo nalmente, llevo mucho tiempo leyendo su periódico y de

verdad me gusta mucho, lo encuentro muy interesante”. Esos son los momentos en que uno piensa,¡gracias a Dios al menos alguien lee!

De otra buena noticia también debemos todos alegrarnos, y es el anuncio del Sr. Presidente BarackObama sobre el n de la Guerra de Irak.

Enhorabuena a las miles de familias que recibirán por n a sus hijos e hijaspara la cena de Navidad y celebración del Año Nuevo.

Es cierto que el futuro en Iraq no está muy claro, pero como muchos consideran, ya es hora de quelos mismos iraquíes tomen el control de su país y salgan adelante, o quién sabe, para atrás. Porqueya es tiempo de aceptar que el mundo es un poco diferente del que vemos en las pantallas de TV y

se habla y se come, se vive, se sufre y se disfruta de manera diferentes en muchos sitios.Hay algo que sí compartimos millones de habitantes de este planeta sujeto al movimiento sideral, y

es que cada año el ciclo de la tierra alrededor del sol llega a su n e iniciamos,si hay suerte, un nuevo año,

que esta vez esperamos al menos un tanto mejor.Con cierta ingenuidad, una amiga me preguntó si sería cierto que ahora el dinero que se estaba

gastando en la guerra inútil de Irak será invertido para sacar a este país de la crisis. No creo que seaverdad tanta belleza, pero sí debemos, tenemos que ser optimistas sobre el futuro y

desearnos lo mejor los unos a los otros. Así que queridos amigos, una vez más, gracias, muchas gracias y hasta el año que viene.

Que tengan una Feliz Navidad y un Próspero Año Nuevo.

Those are the moments when one think, thank God someone’s reading us!There’s another piece of news we all have to be very happy about, and it is the announcement

President Barack Obama made regarding the end if the Iraq War. Congratulations to the thousandsof families that will nally receive their sons and daughters for the Christmas dinner and the New Year celebration.

It is true that the future in Iraq is not very clear, but as many others believe, it is now time for theIraqis take control of their country and move forward, or who knows, maybe backwards. Because it istime to accept that the world is somewhat different from what we see in TV, and you talk and you eat,

you live, you suffer and you enjoy in different ways in many places.There is something that the millions of inhabitants of this planet subject to the sidereal movement

do share, and that is that each year the cycle of the Earth around the Sun comes to its end and webegin, if we are lucky enough, a new year, which we hope this year will be at least a little bit better.With some sort of naivety, a friend asked me if it was true that now the money that was being spenton the useless war of Iraq will be invested to pull this country out of the crisis. I don’t think that such

beauty can be true, but we must, we have to be optimist about the future andwish us the best among ourselves.

El Programa Dual seMantendráEl programa de enseñanza dual de lenguaje de la Escuela Primaria Lewiscontinuará funcionando por decisión de la Junta Escolar del DistritoEscolar de Red Clay.

Luego de una tormentosa reunión con los padres de la escuela el lunes12 de diciembre, en la quelos padres se opusieron rotundamente a la eliminación del programa y a que sea considerado lacausa de la falla de Lewis desde el punto de vista académico. Los planteamientos incluyeron elhecho de que no se ha comprobado que el programa por sí mismo sea la causa del problema y queen la propuesta a entregar al Departamento de Educación no toma en cuenta la participación de los

padres.Debemos recordar que los bajos resultados académicos de la Escuela Primaria Lewis llevó a laSecretaria de Educación del Estado a incluirla dentro del programa de Partnership Zone (PZ) conla nalidad de hacer una transformación profunda de esta escuela y otras que también presentanproblemas de resultados.La noche del lunes la directora de la escuela, Maribeth Courtney, dio una explicación técnica que nofue muy bien entendida por parte de los asistentes.En el plan presentado al Departamento de Educación hay cinco áreas deenfoque:La primera área es: Currículo, instrucción y evaluación. Los maestrosrecibirán más desarrollo profesional en SIOP (Sheltered InstructionObservation Protocol). Tendrán 13 días más de desarrollo profesional delo que recibían en el pasado, empezando el próximo año escolar.Otro cambio será que se usará el programa DreamBox para mejorar elárea de matemáticas a través de internet.La segunda área de enfoque será la efectividad de los docentes y lí-

deres, en el que los maestros tendrán más tiempo para plani car, y seránrecompensados si mejoran los resultados en los exámenes en el estado.La tercera área de enfoque es el tiempo adicional de aprendizaje. En ref-erencia a esto Lewis va a ofrecer programas de enriquecimiento duranteel verano para todos los estudiantes en el área de matemáticas y lectura,para lo cual todos los que participen contarán con transporte y desayunoy almuerzo. También se ofrecerá tutoría para todos los estudiantes por los próximos 3 años.La cuarta área de enfoque se re ere a la capacidad de funcionamientoexible en las rutinas de la escuela, como por ejemplo diferentes horariosde desayuno de manera que los estudiantes aprovechen mejor sutiempo.Y la quinta área se re ere al compromiso de las familias y la comunidad,lo cual es crítico en este plan ya que implica cómo la escuela trabajará junto con las familias para mejorarla, esto incluye un centro de alfabet-ización para los padres para darles recursos para trabajar con sus hijos

en casa.Durante el ciclo de preguntas y respuestas quedó claro que el programade enseñanza (50-50) de todos los contenidos de las materias en inglés y español no existiría más.Tal como pudimos recabar durante la sesión de preguntas y comentarios, los padres están en de-sacuerdo en que se elimine el programa dual a pesar de todos los problemas que pueda tener y queno les dieron a las familias el tiempo ni la oportunidad de retar esta decisión.Una madre preguntó, ¿Por qué fue esto tan repentino y por qué les están diciendo a nuestros hijosque no pueden hablar en español? A manera de aclaratoria la directora explicó que por mandato federal la escuela debe lograr quesus estudiantes sean capaces de hablar bien el inglés para el 2014, de no ser así deberían cerrar la escuela y hay una mala información porque los maestros no pueden pedirle a los niños que nohablen español en la escuela. “Debemos asegurarnos de que eso nunca pase, ni aquí ni en ningunaotra escuela y eso es respetado por el Sr. Daugherty, Superintendente del Distrito que está sentadoaquí”, enfatizó la moderadora Ariadna Castañeda Al respecto Jillian Wattley, quien no es precisamente hispana, dijo con mucha claridad que no esposible que no se considere la opinión de los padres para tomar una decisión de esta naturaleza.

Dirigiéndose al Superintendente Daugherty dijo, “Si ustedes como administradores han fallado dehacer este programa único un éxito, entonces debemos llevar esto ante la Secretaria de Educacióny si no ante el Gobernador de ser necesario. Queremos nuestro programa dual y nada más”. Además agregó algo bastante interesante, “¿Qué vamos a hacer ahora en mitad del año escolar para que nuestros hijos aprendan de verdad otro idioma?”Resumiendo debemos señalar que al día siguiente, en una segunda reunión con los padres, el Sr.Daugherty informó a la comunidad de padres y maestros de que en consulta con la Secretaria deEducación Lowery, habían resuelto mantener el programa dual, aclarando que se harán algunascorrecciones.Esta decisión fue hecha o cial con la aprobación de la Junta Escolar que se llevó a cabo el díamiércoles por la noche en la que por votación unánime se decidió mantener el programa dual deenseñanza de los dos idiomas. “Dirigiéndose a la Junta las señoras Idolina García y Miguelina Al-monte, madres de estudiantes de Lewis, le pidieron a sus miembros que “nos ayuden a que nuestroidioma no se muera, queremos que nuestros hijos tengan la oportunidad de ser bilingües”.Por su parte el Concejal Hispano por el 5to Distrito de Wilmington Sammy Prado dijo: “Me preocupamucho la decisión de eliminar el Programa de Lenguaje Dual de Lewis Elementary School. Este pro-

grama fue el resultado de muchos años de trabajo de parte de líderes hispanos en un esfuerzo por

educar mejor a nuestros niños. Siento que Red Clay se ha apresurado en este proceso y pareceríamuy propenso a eliminar el lenguaje dual sin por lo menos tratar de mejorarlo. Creo que Red Claydebería continuar con el Programa de Lenguaje Dual por lo menos hasta el nal del año escolar hasta que se consiga una mejor solución”.Caridad Alonso, quien fuera elegida como la mejor maestra del año en el 2007 dijo, “Creo en eldicho ‘ser una persona bilingüe vale por dos’. Lo creo con todo mi corazón porque lo soy. El ingléspuede ayudar a lograr el éxito, pero si también hablas otro idioma, tus oportunidades crecen aúnmás. Ser bilingüe no es simplemente hablar en dos idiomas. Es tener la capacidad de leer, escribir y hablar en dos idiomas. Me da mucha alegría saber que la escuela elemental Lewis seguirá siendouna escuela de dos idiomas donde nuestros niños tendrán la oportunidad de ser verdaderamentebilingües y biculturales”.Por su parte el Superintendente Mervin B. Daugherty, quien pre ere que se dirijan a él como Merv,con humildad aceptó el hecho de haber tomado un camino sin consultar lo su ciente con las familiasde la escuela y aclaró, “el programa de enseñanza dual continuará y haremos todo lo que esté anuestro alcance para cumplir con los estándares federales por el bene cio de nuestros niños”.“El estado piensa que Lewis debería permanecer como un programa de lenguaje dual y trabajarácon el distrito para re nar el plan que presente el 23 de diciembre”, dijo Dan Cruce, Subsecretariode Educación del estado, a Nichole Dobo, reportera de The News Journal. Típicamente el estadoy los distritos realizan cambios a planes luego de que son presentados hasta que las dos partespuedan ponerse de acuerdo en un camino hacia adelante.No podemos dejar de señalar que esta vez la comunidad ha sido escuchada y, que al mismotiempo, el compromiso de los padres para mejorar el programa debe ser una realidad en el futurocercano, un compromiso con el futuro de sus hijos.

The Dual Program Will Remain.Lewis Elementary dual language teaching program will keep on working through a decision made by the Educational Board of Red Clay’s School District.

After a stormy meeting with the school parents on Monday, December 12th, where parents atlyrefused to the elimination of the program and for it to be considered the reason Lewis is failingfrom an academic standpoint. The arguments included the fact that it has not been proven that theprogram itself is the cause of the problem and that in the proposal to be delivered to the Department

of Education, parents participation was not taken into account.We must recall that Lewis Elementary poor academic results lead the state’s Secretary of Educationto include it in the Partnership Zone (PZ) program, aiming to perform a deep transformation in thisschool as well as others that also exhibit results’ problems.On Monday evening the school’s director Maribeth Courtney gave a technical explanation that wasnot well understood by the attendees.There are ve stress areas in the plan presented to the Department of Education:The rst area is: Curriculum, instruction and evaluation. Teacher will receive more professionaldevelopment in SIOP (Sheltered Instruction Observation Protocol). They will have 13 more days of professional development tan they had in the past, starting next school year. Another change will be that the program DreamBox will be used to improve the mathematics areathrough internet.The second focus area will be the teachers and leaders ef ciency, where teachers will have moretime to plan and they will be compensated if they improve the results of the state exams.The third focus area is additional learning time. Regarding this point, Lewis will offer enrichmentprograms during the summer for all students in the areas of mathematics and reading, for which allparticipants will have transportation as well as breakfast and lunch. Tutoring will also be offered to allstudents for the next 3 years.The fourth focus area refers to the capacity of exible functioning in the school’s routines, like for instance different breakfast schedules so students can better manage their time. And the fth area refers to the commitment of the families and the community, which is critical in thisplan because it will de ne how the schools will work with the families to improve it, which includes aliteracy center for parents, to give them the resources to be able to work with their k ids at home.During the Q&A session it became clear that the teaching program (50-50) of all contents of the

subjects in English and Spanish would notexist anymore.Just as we could gather in the Q&A session,parents disagree that the dual program beeliminated, despite all the problems it mighthave, and that families were not given neither time nor the opportunity to dispute this deci-sion.One mother asked, why was this so sudden,and why are you telling our children that theycannot speak Spanish?To clarify this point the director explained thatby federal mandate the school must have its students be able to speak well English by 2014; if this isnot achieve, the school must close, and there is a misconception here because teachers cannot askthe children not to speak Spanish in school. “We must make sure that this never occurs, not here or in any other school, and that is accepted by Mr. Daugherty, the District Superintendent who is sittinghere,” stressed the moderator Ariadna Castañeda. In this respect, Jillian Wattley, who is not preciselya Hispanic, said very clearly that is ids not correct not to consider the opinion of the parents to makea decision of this nature. Addressing Superintendent Daugherty she said: “If you as administratorshave failed to make out of this unique program a success, then we must take this issue to the Sec-retary of Education, and if necessary, to the Governor. We want our dual program and that’s it.” Shealso added something very interesting, “What are we going to do now, at the middle of a school yearto have our children really learn another language?”Recapping we must mention that the next day, in a second meeting with the parents, Mr. Daughertyinformed to the parents and teachers community that after having consulted with the Secretary of Education Lowery, they had decided to keep the dual program, adding that some corrections are tobe made.

This decision was made of cial with the approval of the School Board that was held Wednesdayevening where by unanimous voting it was decided to maintain the dual teaching program in bothlanguages. Addressing the Board Idolina García and Miguelina Almonte, mothers of Lewis’ studentsasked its members to “help us to maintain our language alive, we want our children to have the op-portunity to be bilingual.”In turn, Wilmington’s 5th District Hispanic Council Member Sammy Prado said: “I’m very concerneabout the decision to eliminate the Dual Language Program at Lewis Elementary School. Thisprogram was the result of many years of work by Hispanic leaders in an effort to better educate our children. I feel that Red Clay has rushed through this process and seems a bit too willing to eliminatdual language without at least trying to improve it. I believe that Red Clay should continue the DualLanguage Program at least until the end of the school year until a better solution is found.”Caridad Alonso, who was elected teacher of the year in 2007 said, “I believe in the saying that goes‘a bilingual person is worth two.’ I wholeheartedly believe it because I am. English can help youachieve success, but if you also speak other language, your opportunities are even greater. Beingbilingual is not just simply to speak two languages. Is to have the capacity to read, write and speakin two languages. I am very happy to hear that Lewis Elementary will continue to be a dual languagschool, where our children will have the opportunity to really be bilingual and bicultural.”In turn, Superintendent Mervin B. Daugherty, who prefers to be called Merv, humbly accepted thatthey took a road without having suf ciently consulted with the school’s families and stated, “the dualteaching program will continue and we will do everything within our power to comply with federalstandards for the bene t of our children.”“The state believes Lewis should remain a dual-language program and will work with the districtto re ne the plan it submits Dec. 23,” said Dan Cruce, the state deputy secretary of education toNichole Dobo, The News Journal reporter. Typically, the state and districts make changes to plansafter they are submitted until the two sides can agree on a path forward.We cannot leave out the fact that this time the community was heard, and at the same time, theparents’ commitment to improve the program must become a reality in the near future, a commitmenwith the future of their children.Idolina García and Miguelina Almonte, asked its members to “help us to maintain our lan-

guage alive, we want our children to have the opportunity to be bilingual.”

Superintendent Mervin B. Daugherty, “the dual teaching program will continue and we

will do everything within our power to comply with federal standards for the bene t of our children.”

L a d Nav dadd Adul oA medida que envejezco, siento que ya no me “estreso” por la Navidad. En realidad, me hetranquilizado tanto que yo misma me sorprendo. Parecería que tiendo a rememorar más sobreNavidades pasadas y sobre las personas que las hicieron tan especiales para mí y para otros.Desafortunadamente, muchos de esos seres queridos ya no están con nosotros y aquellos quesí están, bueno, viven tan lejos que nancieramente se nos hace imposible reunirnos, pero noobstante, todos son recordados y amados profundamente. También siento que hemos permitidoque nuestra sociedad consumista nos quite la diversión y los valores de esta época especialdel año. Parecería que todo se trata del derecho a recibir cosas materiales envueltas a manerade hermosos regalos en ese día del año, el cual no es nuestro cumpleaños. Toda la atenciónparecería centrarse en esos benditos regalos. Yo recuerdo que cuando niña mi mamá nos hacíaescribir a mi hermano y a mí una lista de tres (3) cosas que deseábamos o que soñábamos tener

en Navidad. Luego ella decía “seguro que recibirán una (1) de esas cosas que están en su lista deNavidad”.Por cierto, necesito aclarar que a pesar de que yo fui criada dentro de la religión católica, ya nosoy cristiana por fe, pero sin importar qué crea yo que es mi verdad hoy en día, siempre celebraréy llamaré a esta época del año Navidad y no las Fiestas o la Época, yo sé que estoy siendo “políti-camente incorrecta”, pero se me ha acusado de cosas peores.Yo creo ahora, así como lo creía antes, que éste es el momento reservado para celebrar muchascosas maravillosas con nuestra familia, amigos y seres queridos, sin importar cuál pueda ser tufe. Entonces, cuando en la mañana de la Navidad estén reunidos con familia y seres queridos,comparto con ustedes la letra de una de mis canciones favoritas de David Foster, cantada por Amy Grant y que claramente describe lo que yo siento… “¿Me recuerdas? Yo me senté en tusrodillas y te escribí mis fantasías infantiles. Bueno, soy todo un adulto ahora, y de alguna manerasigo necesitando ayuda, no soy un niño, pero mi corazón aún puede soñar.Entonces aquí está mi lista de toda la vida, mi lista de Navidad de adulto, no para mí sino para unmundo en necesidad. No más vidas separadas, que las guerras nunca comiencen y que el tiempocure todos los corazones. Que todo el mundo tenga un amigo, y el bien siempre se imponga, y el

amor nunca se acabe. Esta es mi lista de Navidad de adulto.Como niños creíamos que lo más grande que podíamos ver era algo hermoso envuelto bajonuestro árbol. Bueno, Dios sabe que las envolturas y los lazos nunca pueden sanar un almahumana en pena. ¿Cuál es esta ilusión llamada inocencia y juventud? Quizás sólo en nuestra feciega podamos encontrar la verdad”. Es mi deseo que su Navidad esté replete de la magia delamor.

Of cials recently released 244 pages’ worth of regulations governing thehealth-insurance exchanges established by the federal health reform law.

The rules envision a big role for “navigators” -- entities or people ex-pected to help consumers evaluate their health insurance options in theexchanges. Some groups intend for navigators to replace the folks whocurrently help consumers with their insurance needs -- licensed, profes-sional health insurance agents.

That would be a disaster. Although it will take many different voices tolet people who are uninsured today know about the health insurance op-tions available in 2014, expanding the role of navigators from promotingprogram availability to enrolling and advising people about speci c plansis a consumer hazard. These navigators will lack not only the expertise,training, and licensing that agents possess but also suf ciently strongincentives to serve in an advisory capacity.So who will these navigators be? That’s not yet apparent -- and will varyfrom state to state.The law speci cally lists agents and brokers as groups that may benavigators. But the law’s nancial requirements would force most agentsand brokers to disrupt their business models and could prevent themfrom serving current clients who might be ineligible to purchase coveragethrough the exchanges. So it’s doubtful that many will participate in thenavigator program. They may instead try to work with the exchanges inmore traditional ways.The proposed exchange rules also specify that at least some of thenavigators must be “consumer-focused” or “community-based.” In other words, they’ll need to demonstrate an existing relationship to consumers.Observers believe that trade, industry, and professional organizations;unions; chambers of commerce; and small-business developmentcenters could be among the groups that serve as navigators. That makessense. Their relationships will be important in educating the public aboutnew insurance opportunities in 2014.

Many are likely to have expertise with outreach to speci c populations.But it’s safe to assume that most will not be quali ed to perform the workof agents and brokers, who have been linking consumers to appropriatehealth insurance policies for decades. Agents and brokers must alreadycomply with state licensing and continuing education requirements in or-der to advise consumers about health insurance options. This important

consumer protection is expected to continue.How would navigators be paid? Although states must have navigator programs, no federal funds can be used for their payments, which aredescribed as grants. It’s unclear whether states must come up with thisgrant funding, how much these grants would be, or how they would work.With some 42 states and the District of Columbia facing budget shortfalls

in 2012, most states won’t have the money to support the sort of robustnavigator program the drafters of the law envisioned.

And what exactly will navigators do? The law says they will focus on pub-lic education, outreach to special populations, and facilitating health-planenrollment. But the navigator program’s goals do not include providingplan-year-to-plan-year assistance to consumers regarding the functional-ity of their health coverage. By contrast, that’s an integral part of privatehealth insurance agents’ jobs and business models.Agents and brokers aim to keep their clients for life and have nancialincentives as private business owners to furnish them with ongoingservice. Agents hold seminars to educate employees, ght to make sureclaims are paid, and help their clients nd the right doctors and health-care providers. The Congressional Budget Of ce has reported that manyinsurance agents even function as virtual human resources departmentsfor small businesses.It’s no wonder that those who have worked with agents have been satis-ed. A 2007 IBM survey found that 75 percent of those who employedagents held favorable views of them. More than half cited “personalizedexperience” as what they liked most about their insurance broker.Every day, agents go above and beyond the call of duty. Their livelihooddepends on it.Consider the case of Idaho resident Anne Marie G., who publicly laudedthe efforts of her agent Brooks Mathern to handle “indecipherable” paper-work and claims in the wake of the birth of her child.Or take Maryland broker Marcia Friedman, who through diligent researchfound a way to get additional coverage for a 10-year-old autistic girl whohad exhausted her family’s mental health coverage.These are the sorts of problems that agents and brokers have solved for years -- and that navigators will be poorly equipped to deal with.Millions of consumers depend on insurance agents to help them securehigh-quality coverage for their families -- and to advocate on their behalf even after they pay their premiums. Navigators may try to imitate agents,but they’ll never be able to duplicate them.

Altcontinues to be a possibility, I believe the likelihood of this evewhat remote because of the number of people who would haveaware of this occurrence. The other possibility is the launch caforeign submarine, probably Russian or Chinese, which went uacross the Paci c Ocean to our coastline.

If it was a missile launch from a Russian or Chinese srine, it calls into question our ability to detect the approach of pthreats to our national security and our ability to defend this coshould also alert our President, the Secretary of Defense and Cto the increasing capabilities of foreign militaries, especially ChRussian armed forces; and the need to maintain a strong U.S. mestablishment. We should not be cutting back our military forcface of a threatening environment.

I agree with Brig. Gen. Cash. The integrity of our admtion is under scrutiny and “once again the leader of this nation disguise the truth and keep the American people in the dark on that possibly constitutes a major threat to the entire U.S. popul

Losinmigrantes están siguiendo los pasos de sus predecesores, actualmente se están integrando tanrápido como lo hicieron en el pasado y están en camino de alcanzar grandes éxitos para el 2030.Con tal aumento en la inmigración y sus nuevos destinos, quedan muchas preguntas sobre los re-cién llegados: ¿Aprenderán inglés? ¿Están atrapados en la pobreza? ¿Cuáles son sus posibilidadesde éxito en los Estados Unidos? Y más importante aún, ¿Se integrarán completamente los inmigran-tes de hoy para convertirse en los estadounidenses del mañana?

Para responder a esta pregunta, el Centro para el Progreso Estadounidense, publicó un estudioel 14 de noviembre, el primero en su tipo, que proyecta los patrones de integración de los inmi-grantes de hoy en día hasta el 2030. Otro indicador de interés desde un punto de vista político es la tasa de naturalización de los inmi-grantes que, del mismo modo, aumenta de un 13% a un 70,6% considerable para el 2030.Estos logros notables están basados en un asentamiento a largo plazo y con raíces profundas enEstados Unidos. Americans?For answering this question the Center for American Progress in November 14th, released a rst-of-its-kind study that projects today’s immigrants’ integration patterns through the year 2030. The repo

“Assimilation Tomorrow: How America’s Immigrants Will Integrate by 2030,” is authored by DoMyers, professor in the School of Policy, Planning, and Development at the University of SoutherCalifornia, and John Pitkin, senior research associate in the USC Population Dynamics Research

Group. Myers’s report nds that at astonishingly high levels, immigrants are projected to learn English, buy homes, acquire citizenship, and attain solid economic footing in the United States

The authors of “Assimilation Tomorrow” track the cohort of immigrants that arrived during the 199a decade of robust levels of immigration. Among the most important ndings, the authors illustrat

that while only 25.5 percent of immigrants from the cohort owned their own homes in 2000, by 20370.3 percent are projected to own their own homes, on par or slightly higher than the homeowner

ship rate among the native-born. As Myers commented at a recent Center for American Progress event, “This is the American Dream… and that achievement is something you don’t hear about very often, because it doesn’t support an

agenda held by restrictionists.”

Rather than hinder the economy, immigrants will increasingly become the future homebuyers o America, helping to jump-start our housing market.Hispanic immigrants as well are projected to make great strides. Contrary to the assertions of somewho argue that Hispanic immigrants are not assimilating and will not assimilate to American life, t

authors nd that these newcomers follow the same upward trajectory as immigrants overall, albeifrom a lower starting point. Homeownership, for example, jumps from 21 percent of the Hispan

immigrant population in 2000 to 67 percent in 2030. Another indicator of interest from a political standpoint is immigrants’ naturalization rates that si

larly rise from 13 percent to a substantial 70.6 percent by 2030.These remarkable achievements are based on long-term settlement and deep roots in America.

As part of the extracurricular activities of the School of Archi-tecture Carlos Raúl Villanueva (EACRV) of the UniversidadCentral de Venezuela (UCV), the city drawing course took placein the city of Manhattan, New York. This activity was developedbetween November 30th and December 9th, 2011, with theparticipation of Venezuelan students directed by Miguel Acosta(Caracas), event coordinator and professor of Unit 9 of saidschool.

Hola Delaware contributed with the academic and administrativeplatform for the development of the course with the attendance of Gabriel Pilonieta (Editor ElTiempo Hispano) and the architects Camila Crazut and César Salazar (New York).

The course dealt with the analysis of the different types of blocks that make up the city, their functioning structure and the morphology they adopt in virtue of the natural laws and tensions of the urban space. In this sense, there were work sessions developed in the streets in bocks withimportant buildings and complexes like Rockefeller Center, the Empire State, the Museum of Modern Art (MOMA), the Guggenheim Museum and the Metropolitan Museum of Art (MET), withthe objective of comparing the different ways blocks and buildings talk to each other and share anurban space.

Likewise, each student enjoyed the city’s fascinating history by means of copying and analyzingits maps and old documents in the Public Library of New York, and determining its growth andplace of origin, New Amsterdam.The experience ended with the drawings of the island of Manhattan from the ferry to StatenIsland and a walk along the street of the old Northern wall (Wall Street) and the original pier (XVIIcentury).

This extracurricular activity emerges from the itinerant school concept, principle applied to thelogic of teaching that stems from the confrontation with the landscape, the street, the architecture,the city, where teacher and student share, within the experience of the trip, the reality of a spacebuilt to face the space of new challenges in places like our country, Venezuela.

Ingredients: (serves 6-8)- 2 tsp. of olive oil

- 3 lbs. of beef chuck, cut into 1-inch cubes- 3 medium onions, chopped coarsely

- 3 tbsp. of our - 2 cups of water

- 2 cups of burgundy wine- 2 packets of powdered beef bouillon

- 2 tsp. of Sofrito- 2 tsp. of all-purpose seasoning with pepper

- 2 tsp. of sugar - 6 carrots, peeled and cut into 3-inch lengths

- 6 parsnips, peeled and cut into 3-inch lengths- 8 small new red potatoes, scrubbed and halved

- 15.5 oz. (1 can) of red kidney beans

Preparation:- 1. Heat oil on medium in a large pot and brown beef in batches. Return

beef cubes to pot, add onions, sprinkle with our and cook 5 minutes.- 2. Add the water, wine, powdered beef, Sofrito, seasoning and sugar. Bring

to a boil, stirring. Lower heat, cover and simmer for 1 hour.- 3. Stir in carrots, parsnips and potatoes and simmer uncovered for 30 min-

utes. Stir in beans and cook 15 minutes more.

Here are a few tips to enjoy a healthier holiday party:

Get off to a good start. Don’t go to a party hungry. Snack on healthy, lling foods before you leavethe house. You’ll be less tempted by high-calorie options if your stomach isn’t growling. Good pr

party bets include a handful of nuts, anapple, or a half a turkey sandwich.

De repente, ve un cartel de publicidad gigante que dice: ¿A dónde se dirige? Usted lo piensa perono puede recordarlo. Entonces se da cuenta que usted no sabe a dónde va y que por mucho tiempono lo ha sabido. Ese carro es su vida. Una vida sin metas ni objetivos claros.Esa era también mi vida hace doce años. Yo sabía que tenía muchos sueños, muchas ilusiones,pero nunca me había sentado a escribirlos ni a hacer un plan inteligente para cumplirlos. Comoyo no sabía hacia dónde se dirigía mi vida, era arrastrado por los acontecimientos y por lasnecesidades de los demás. Y mientras tanto, los años avanzaban, y yo me sentía insatisfecho yestancado. Sin embargo, no hacía nada al respecto. Era como si me hubiera acostumbrado a lamediocridad.En diciembre del 99, dos días antes del cambio de siglo, encontré un artículo escrito por David

Fishman, que consistía de un cuestionario para evaluar el año que termina y para planear el añovenidero. Me sentí impulsado a contestar las preguntas porque quería empezar a hacer un planpara mi vida de una vez por todas. Pero no quería hacerlo de cualquier manera, así que busqueun momento y un lugar para estar solo y totalmente enfocado en mi análisis personal. Antes deempezar hice una oración en la cual le pedía a Dios que me iluminara pues yo tenía muchas ansiasde vivir plenamente esta única vida que El me regalaba. Dije: Ayúdame Señor a ser sincero conmigomismo, a darme cuenta del tiempo que he perdido y a ser valiente para perseguir esos sueños queTú has plantado en mi corazón.”Hoy, casi doce años después, puedo decir que desde el momento en el que conteste ese cuestion-ario mi vida cambio. Me atreví a escribir cosas que parecían imposibles entonces: Por ejemplo, yonunca había salido de mi país natal Peru, ni tampoco tenía los medios económicos para hacerlo,pero aun así, escribí un sueño muy grande que tenia: Viajar a los cinco continentes. Aunque yosabía que era difícil, también sabía que cada vez que pensaba en eso mi alma sonreía; eso sig-ni caba que yo sentía pasión por viajar. El año siguiente, mágicamente, se me fue concedida unabeca completa para viajar y estudiar ingles por 5 meses en nada menos y nada más que la India!!!!En ese momento recordé lo que dice Paulo Coelho en su magní co librito El Alquimista: “Cuando te

decides a perseguir tus sueños, el universo conspira para ayudarte.” Yo sabía que la mano de Diosestaba detrás de esto; pero también sabía que cuando me senté a contestar ese cuestionario paraanalizar mi vida, yo estaba haciendo mi parte. “Pide y se te dará,” dice la Biblia, “Toca y se te abrirá.”No dice que nos quedemos con los brazos cruzados esperando que las cosas nos ocurran. Yo habíaido al Instituto Nacional de Becas del Peru para averiguar sobre becas internacionales, y habíatenido esta idea al escribir sobre algunas de las maneras en las que yo podría cumplir mi sueño deviajar y de estudiar. Lo que estoy diciendo es que si yo no me hubiera sentado a hacer este análisisde mi vida, jamás hubiera pasado nada, porque si yo no hubiera aplicado a esa beca, no hubieratenido la fantástica experiencia de conocer el Taj Mahal, una de las siete maravillas del mundo, o deviajar 24 horas en tren desde el sur de la India hasta Nueva Deli, o de conocer estudiantes interna-cionales de todas partes del mundo.Desde ese año, cada n de año realizo el ritual de contestar el cuestionario que llamo: Plan deVida, el cual he ido perfeccionando con el tiempo y con las cosas que he aprendido en mi mae-stría universitaria y mi formación como Life Coach. Y queridos amigos: Esto resulta! New Year:Stuck No MoreImagine you are driving your car at full speed on the highway.

Suddenly, you see a giant banner that says: Where are you heading to? You think about it but can’tremember your destination. Then, you realize you don’t know where you are going and hadn’t know

that for a long time. That car is your life; a life without goals and clear objectiveThat was my life 12 years ago. I knew I had many dreams, but I had taken the time to write themdown or to make a plan to achieve them. Since I didn’t know where my life was heading to, I wa

pulled by circumstances and by the needs of others. Meanwhile, years were passing by, and I wasfeeling stuck and unsatis ed. Yet, I was not doing anything about it. It was as if I had gotten used to

living in mediocrity.

In December of 1999, two days before the change of century, I found an article written by David Fisman, which included a questionnaire for evaluating one’s life; it had questions for assessing the yeathat was passing and planning the next one. I felt motivated to answer it because I wanted to begin aplan for my life once and for all. I really wanted to invest myself in responding to the questionnaire

if my life depended on it, so I looked for a moment and place where I could be by myself and focuonly on my personal analysis. Before beginning, I said a little prayer. I asked God to illuminate m

mind because I really wanted to live fully this one and only life he had given me. I said: “Help me, mLord, so I can be truthful to myself, so I can acknowledge the time that I wasted and can be brave

enough to follow the dreams that you planted in my heart.”

Today, almost 12 years later, I can say that since the moment I answered that questionnaire, my lifechanged. I dared to write things that looked impossible. For instance; I had never gone beyond theborders of my country Peru, nor could I afford to travel; yet, I wrote down a big dream I had: Trav

ling to the 5 Continents. Although I knew it was very unlikely, I also knew I had passion for travelliThe following year, magically, I received a full scholarship (including travel and expenses) to stu

English in India!!! In that moment, I recalled Paulo Coelho’s words in his book The Alchemist: ”W

you dare to follow your dreams, the universe conspires to help you. “ I knew God’s hand was behinthis great gift, but I also knew that when I decided to answer that questionnaire, I started doing mpart. “Ask and you shall receive, “says the Bible, “knock and the door will be opened.” It doesn’t s

one’s dreams in life and coming up with ways to achieve them. I call it: Life Plan, and, my friendsworks! For instance, I have already travelled to 4 Continents and visited countries as interesting a

Germany, Japan, Australia, New Zealand, Mexico and United States, where I reside at the present. Ihad nothing when I decided to take the time to write my goals and objectives, I only had my dream

and a big desire to live fully. Según informó la o cina de prensa del Fiscal General de Delaware Beau Biden el 13 de diciembre,esta o cina ha presentado dos demandas haciendo un llamado a la Junta Médica de Licenciaturay Disciplina y a la Secretaría de Estado para que suspendan inmediatamente la licencia y registro

de sustancias controladas de Rodney Baltazar,D.O. y para jar una audiencia con el n último derevocar su licencia y registro.“Este individuo supuestamente abusa de suscredenciales médicas para cometer serios actoscriminales de serias consecuencias”, dijo el FiscalGeneral Biden. “Una suspensión inmediata de sulicencia médica y registro de sustancias controla-das es la única manera de proteger al público demás daño potencial”.

According to the press of ce of Delaware’s Attorney General Beau Biden, which stated on Dece13th that his of ce has led two complaints calling on the Board of Medical Licensure and Disc

and the Secretary of State to immediately suspend the medical license and controlled substa

registration of Rodney Baltazar, D.O. and tschedule a hearing to ultimately revoke hilicense and registration.

“This individual allegedly abused his mediccredentials to engage in serious criminal activit

with serious consequences,” said AttorneyGeneral Biden. “An immediate suspension o

his medical license and controlled substancesregistration is the only way to protect the publ

from further potential harm.”

The Attorney General’s complaints, led onDecember 5 and December 9, state that in Apr

2010, Baltazar was indicted in federal courin Florida on 20 counts of using his Delawar

controlled substances registration to illegalldistribute anabolic steroids. Baltazar was lateindicted in federal court in Missouri in Septem

ber 2011 on ve counts of distributing morthan $1.3 million worth of steroids and huma

growth hormone using his Delaware controllesubstances registration. Additionally, Baltazawas disciplined by the New York State Boarfor Professional Medical Conduct in Octobe

2010 for violating a court order to repay studeloans.

Citing these charges along with Baltazar’s faiure to report them to the Board within 30 day

as required by Delaware law, the complaints contend that his actions present an imminent dato the public health and safety warranting an immediate temporary suspension of his licens

controlled substances registration. Stating his illegal actions are detrimental to both the public hand the medical profession, the complaints cite Baltazar ’s use of his Delaware controlled substregistration to issue prescriptions for dangerous drugs for non-therapeutic or diagnostic purp
